Website Hacked now it's not Ranking

One of my domains was hacked right before I took over managing it. The hacker created around 100 links for simply grotesque things. After I took over I erased the entire site, rebuilt from scratch, new server (inmotion), rewrote every page, robots.txt every offending page, and even 301 just in case 404s were hurting me. I am now almost a month in and I have seen zero movement on anything rankings based.
This is not a bad domain it was registered in 2008 and has a few decent citations because of the Doc's medical license. They registered for BBB in November and have a 30 year old listing citation from them based on business establishment.
I must be going crazy but it's not ranking for anything except the homepage.
I didn't know Google could hold a grudge for so long. The only ranking I can sometimes achieve is through Google Places which still has to compete with tough domains.
I've already put in a reconsideration request and received a response stating the following: We reviewed your site and found no manual actions by the webspam team that might affect your site's ranking in Google. There's no need to file a reconsideration request for your site, because any ranking issues you may be experiencing are not related to a manual action taken by the webspam team.
Just check it for yourself I know it's a work in progress but I'm not even considered relevant on page 50! And the crap links are still indexed!! A search for a keyword I'm aiming for with my client's name followed after gives me no results.
I am currently using wordpress, yoast xml, and single keyword focusses. My market is tough but no way I can not rank for the keyword and my name.

Hi Allen,
After taking a quick look at the site in question and investigating the pages that are still indexed, i'd recommend the following plan of action:
Change your robots txt to allow the crawling of the offending pages in question
Change the response code from 301 to 404
Use the remove URL tool within GWT for all of these offending pagesWait a few days, for all the pages to be purged from the cache and then if you're not seeing any results submit another reconsideration request. As it's most likely an algorithmic penalty there's not much they can do, but they may crawl the site again when it's clean.

Hi Board users! I have a site that I don't understand why its not ranking. Its called JohnnyJet.com It has great domain authority and plenty of links. Looking at google webmaster tools I don't think there is a penalty. I have not done black hat stuff, so I am puzzled. Black hat : raising CTR to have better rank in Google
We all know that Google uses click-through-rate (CTR) as one of it is ranking factor. I came up with an idea in my mind. I would like to see if someone saw this idea before or tried it. If you search in Google for the term "SEO" for example. You will see the moz.com website in rank 3. And if you checked the source code you will see that result 3 is linking to this url: https://www.google.com.sa/url?sa=t&rct=j&q=&esrc=s&source=web&cd=3&cad=rja&uact=8&ved=0CDMQFjAC&url=https%3A%2F%2Fmoz.com%2Fbeginners-guide-to-seo&ei=F-pPVaDZBoSp7Abo_IDYAg&usg=AFQjCNEwiTCgNNNWInUJNibqiJCnlqcYtw That url will redirect you to seomoz.com Ok, what if we use linkbucks.com or any other cheap targeted traffic network and have a campaign that sends traffic to the url that I show you. Will that count as traffic from Google so it will increase the CTR from Google?

Suggest me a best plan for linking building chart for small static website.
Hi Everyone, Can any one suggest me a clear idea for off page link building chart i.e) Our page is a 24 page website we like to plan for off page activity like bookmarking, classifieds, directory bla bla bla. So how many links we are supposed to post and in how much day time gap example: 15 Links in bookmarking, 10 links in classified, weekly one article submission, after one week the same cycle goes on.....

Link Removal and Disavow - Is Page Rank a sign directory is okay with Google
Hi, Currently cleaning up a clients link profile in preparation for disavow file and I have reached the stage where I am undecided on some directories as I don't want to remove all links. Is Page Rank an indication that Google is okay with a particular directory? For example the following domain is questionable, but has a PR of 3. Google places VS position one ranking above the places.
Hi Guys, Will creating a new Google places listing for a business have any effect their current position one spot for their major geo location keyword? I.e restaurants perth - say they are ranking no 1 above all the places listings if they set up a places listing would they lose that position and merge with all the other places accounts? Or would they have that listing as well as the places listing? I have been advised it could be detrimental to set up the places account if this is the case does anyone know any ways around this issue as the business really needs a places page for google maps etc. Appreciate some guidance Thanks. Can someone explain how a site with no DA, links or MozTrust, MozRank can rank #1 in the SERPs?
I do SEO for a legal site in the UK and one of the keywords I'm targeting is 'Criminal Defence Solicitors'. If you search this term in Google.co.uk this site comes top www.cdsolicitors.co.uk, yet in my mozbar it has 0 links, 0 DA etc, I noticed it top a few weeks ago and thought something spammy was going on; I thought if I was patient, Google would remove it, however it still hasn't. Can someone explain how it is top in the SERPs? I've never seen this before. thanks

Buying a website and redirecting everything
We are considering purchasing an existing website in our industry with a domain authority of 52 and 20K inlinks and redirecting it to our new website with a domain authority of 26 and 1,000 inlinks. Would this be the best way to improve our new site's authority and inlinks? Would Google penalize us for doing that or would it effectively transfer the old sites authority to us?
