Disavow links returning?

Morning Mozzers,
Happy Presidents Day.
We submitted a disavow file about 4 weeks ago and in GWT saw that our links went from ~20k to about ~1300. Now this was good as majority were dubious at best.
What is strange is I logged into GWT today and see many of the links that appeared to be 'disavowed' are back in our profile.
I do not have any messages from Goog.
Has anyone else seen this?
Any thoughts?

We were unaware of the bug within G.
Guess that answers it.
So, a follow up question, if I may? We, and I have seen others, have submitted multiple versions of the disavow file. Unless we keep absolute track of these links and domains there is no way to know if the links are indexed and hurting us?
If we have a domain that has been disavowed, but still shows in GWT, how can we tell if it is in index for our site?

Hi Julia, I hope my response will clear up any confusion for you.
When you disavow links, they are not actually removed from your webmaster tools report. The link needs to physically disappear for this to happen and even then the WMT report will often give you old, deleted links. I'll try and find a source for this, but I'm very confident this is the case.
The reason why you would have seen a drop in your WMT recently would be because of a bug in the system. For the last 3 or so weeks, WMT has been giving irregular data, with many people reporting drops in links as you have done. This issue has now been fixed.
So, your drop in links was most likely coincidental to your disavow action. These links don't actually get removed in your report, but rest assured, provided that you have gone through all the recommended stages, your links will be discounted.

Are you still disavowing links?
In light of the Penguin update a few months back, are you still disavowing links? Penguin is meant to now ignore spammy links, meaning that manual disavow via Search Console is not needed. However, the feature stills remains in Search Console, suggesting that it is still helpful (or have Google just not got around to removing it yet?) Be interesting to hear your thoughts.

"Activating" Links - Do External Links Have to Be Clicked On to Really Have Value?
I heard an SEO talk about the concept of "activating" a link - meaning that if an external link to your site exists, but google doesn't detect that it has gotten any actual clicks, they will significantly discount or ignore the value of the link. Obviously between Chrome, toolbars, and GA, google does have a lot of ways to detect whether a link has gotten clicks. What is the SEOmoz take on this issue?

Linking to a pdf
Hi All I have a pdf that people can download from my site, what I want to know is that when people link to the pdf does the pdf share link power to pages linked to from within the pdf (like a html page would) or is the link power being waisted going to the pdf and should I somehow get the links to a normal page? The pdf is a free downloadable resource to people in the party planning industry and so gets linked to quite a bit by sites telling their readers to get the information we provide. If I have lets say 5 sites and I am able to negotiate a link on a highly ranking site for all five of them together would there be potential for penalty for linking them together on other sites as well?

When link building is returning little success, what is a good plan b?
I know that in an ideal world you would be able to create an amazing site with great content that every one would link to. But what if you're not able to so this, what if you the market you're in is very competitive and you're struggling to find good link partners. I know I can submit to directories and article/press sites but surely this isn't enough to get me any where near my desired goal! I guess I'm asking: is gaining reciprocal links the be and end all of Serps, am I missing any other SEO techniques to get my site higher up the rankings?

Links from Real Estate Websites Link Page, Do or Don't?
It seems that real estate sites have at times been under heavier scrutiny from the search engines. But real estate agents get networking, which makes acquiring those links a little bit easier. Plus with localization of search, I think real estate sites may give off a good GEO scent. Should SEO's go for links from real estate websites? Does a reciprocal link devalue said links?

I think that we as webmasters have to ask ourselves what do we want to achieve with link building. To get quick traffic or build slow authority links, high rankings, lead generation, sales & other things here I may be missing etcccc Other Objective Networking & Relationship Building Alliances : What I discovered today is that building links for 1st page rankings are great and will provide me with steady traffic, but not all of it is targeted traffic, but what else can I do to bring targeted traffic and at the same time try to build alliances with other related non competing business owners online. The idea... is to apply old school networking / relationship building alliances to get targeted traffic to my site that can actually benefit from my services. How Do We Achieve This I become a editor for approving resource links for me site, only the best will be placed on my site as a resource. Build a valuable tightly themed categorized resource section with related non competing resources that can help my sites visitors find what they are looking for, send visitors to non competing resources that may purchase their services which helps me build a relationship with them, and may can with rankings as well, provided I am selective with my qualification process.
