Narrowing keywords or build more pages - Startup

I provide local services to a number of small cities and am trying to decide the best way to attack local keywords. I need to decide if I should target all 4 cities or narrow it down to 1 or 2. I used the google keyword tool and none of my keywords have enough results to show data so I am left guessing by using the nearest major city and population sizes.
Anyway, I have read over and over about how keywords in the title / description are imperative. Well, thats tough to accomplish without being spammy when you offer two services for four cities. I don't think lakeville snow removal, apple valley snow removal, eagan snow removal makes for a good title of a page. Also, it's not an easy task to get any kind of keyword density in the content as well. So how do you recommend I attack this?
I have seen sites that create a page for each keyword with basically the same content excpet replacing city x with city y and they do well. I find this spammy and hope that eventually they get penalized for it. I guess I would be willing to do it, but would prefer a more natural solution.
One more question, if I do keyword a single city, say Lakeville, what is the prefered way to keyword the home page compared to the service pages. Example, I have a snow removal page that the keywords would be lakeville snow removal and a lawn care page with the same.. So what is the target for the home page?

This is the point where SEO becomes as much art-form as science. Creative implementation is the challenge you're talking about and there is no single "right" answer.
I can tell you that in some niche's and some cities I have seen sites that go the spammy route penalized over time, though yes, it is still possible to get away with it in some situations. personally I don't encourage it because all that effort could not only be lost overnight, but recovery could then be more challenging afterward.
Single Town approach:

In both of these examples, I ensured to keep the Page Title within reasonable length for viewing in Google results, opting to cut out a 2nd tier word in exchange for additional town references.
NOTE: I would not attempt to optimize more than that on any single page - that's the upper limit because it could get stupid, dilute SEO, and annoy prospective readers.

How granular should I get with Keyword research?
I'm doing KW research for a new business. My understanding from KW research guides: Use tools to create a list of thousands of keywords Analyze difficulty and search volume Reduce your list and do on page optimization for your select KWs My dilemma with this approach is that it seems "keyword based" rather than "intent" or "category" based. e.g. Let's say I have a grocery store. Ignoring SEO, I know that these are my main categories: Produce Meat Dairy Canned Goods Baked Goods In other words, the above categories are the general "intents" and "categories" that I'd really want to rank for. Keyword tool shows that they have high volume and high difficulty. Let's say that after doing keyword research, I discover "Low Fat Chicken Breasts" and "Turkey Sausage" and "Cheap Meat Wholesale" have decent search volume and low competition. I don't quite understand how I'm supposed to utilize these fringe keywords in my on page SEO plan because it doesn't make sense as a human to categorize my site that way. Not sure if this is clear. Basically I'm trying to figure out if I should really be getting this granular on keywords to help guide my store categories or if I should just be picking broader terms.

Which page is currently ranking the best for a particular keyword?
Hi Guys! I have approx. 50 keywords that I'm tracking for a website that has about 80 pages. I am wondering is there any way that I can find out which page on the site is currently ranking best for each of the keywords on my list? Ideally I would like to export the entire list with the keyword in the first column and the page that ranks best on the website for each given keyword, in the second column. Apologies if the wording of this post is confusing - I am not quite sure how to make it clearer. The aim of my task is to determine which keywords should be allocated to each page on the site so I need to work out which keywords are working already for certain pages so that I don't take those efforts away from the well-optimised pages. Keyword Analysis Tool
Can someone please enlighten me on the Keyword Analysis tool Matrix. Does Domain Linking refer to the number of links back to that domain as a whole? Also why is it that a page with a lower page ranking can be way ahead of one with a domain ranking that is way higher or vice-a -versa? What is a good number to go after? what is actually attainable? How Many Keywords Should You Target Per Page?
What do you think is the most appropriate/efficient amount of keywords to target per page for a website? Obviously, it may depend on the type/size of the site, but I've noticed different results with different clients. Early on, I targeted way too many keywords per page, then scaled them back as I learned more. I'm almost starting to think that you should just target 1-2 keywords per page to be efficient and more natural. Thoughts?

Keywords for multi service business?
New to this so bear with, I am a TV aerial, satellite, CCTV, Door entry, Access Control, Telephone repair engineer. I have one seperate page for each of the installations I carry out as well as the basic home, about, areas, faqs and so on.
