How to Begin a Web Page

Hi Mozers,
At the beginning of a web page, is it better to have a linked Table of Contents of sorts to begin the page (bulleted list of topics that the page addresses that are made up of jump links to different parts of the page) or just start the page with sentences of content?
Is one approach better for SEO?

I believe that the title tag is the most powerful optimization element of a webpage, and second to that is on-page anchor text links at the top of the page.
We are using on-page table-of-contents more and more.
We want it very high on the page, but we believe that it is very important to display our feature image with caption immediately. And, an introductory paragraph should be above the TOC. So, on desktop and mobile, the site presents as below...

ON MOBILE
Title of Article

Should I include my 3 locations as keywords on various pages throughout my site or just the homepage and individual location pages?
For example, I'm optimizing for multiple industries and services. Should I add location keywords on each industry and service page? Construction CPA, Construction Accountant or Construction CPA, Construction Accountant, location, location, location I'm including location keywords on homepage and will have a unique contact us page for each location.

Using roman numbers in Page title

Should I make a blog post or landing page to rank?
Hi, I have some keywords (2-5 words) which I would like to rank for (and use them for AdWords campaigns). Also, I have some great and helpful content for those user queries to share. Now what is the better strategy?: Create a blog post for AdWords and later SEO rankings? Create a landing page for AdWords and later SEO rankings? medical practice system For instance, if I put all of them on the main page title it will become weird. If I try to use all of them sometimes inside the page content it also be weird. How many keywords/key phrases to use on main page
Hi all! I'm a bit new to the SEO process. My question is about keywords. Now, I realize that in a perfect world you would want to target one keyword/key phrase per page - or so I've heard. How many keywords/key phrases should I target for my main page? I'm working on a Dallas real estate firm website. They focus on luxury real estate in Dallas, high rises, ect.. So I was thinking of focusing on "Dallas luxury real estate" for the main page but wasn't sure if I should focus on 2 or 3 other terms for the main page. Any thoughts or suggestions? Thanks!
