SEO Agency Recommendations

I'm looking for recommendations for SEO agencies for an e-commerce site in the cell phone accessories niche. The list of companies recommended by SEO Moz are out of our budget, as we are looking to stay under $3k/month.
Looking for an agency that will focus especially on link building efforts, as there has been minimal white-hat link building implemented for the site in the past. Many of the agencies we've talked to are relying entirely too much on easy wins like directory submissions and we are looking for an agency that will be able to garner us quality links as opposed to a huge amount of mediocre links.
Any recommendations for reasonably-priced, quality SEO agencies?

We have an in-house team that focuses on on-page optimization, but of course, any agency we bring in would be encouraged to aid us in on-page optimization efforts as well. Because our focus has primarily been on on-page tasks, we are looking for more assistance in off-page efforts.
Yes, I totally agree that quality content is truly the most white-hat method of link building but as we all know, it's incredibly time consuming. That's why we've been looking for an agency that can help in that particular effort. We've shopped around for content marketing agencies as well in the past but are leaning more towards a comprehensive and all-around solid SEO agency that can provide insight on both on and off-page improvements to our site.

can I ask why are you focusing just on link building?
Have you thought of the most white hat way of link building which is link bait making truly awesome content that people want to link to. If you give me your domain I will go over a site audit for you and tell you what would be the best fit to get you the most authority for your site hence traffic than conversion rate. I can do Guest Blogging Link Audits, Infographics, Broken Link Building local links.
Your budget honestly could get you some dodgy SEO's I would feel free to contact me and if you want a off-the-cuff recommendation for your pricing.
Try evolving SEO they are very good.
I will look at your website and give you a yes or no if that makes sense.

I used to cell sell phones through my old site, ebay and Amazon. If you are looking for a link builder, get a link building strategy first. Pay someone a couple hundred dollars to help build that for you, then go shopping around.
Also, I recommend that your link builder use software like Buzzstream for outreach. You can find a couple of agencies in the top 30 users of SeoMoz. (disclaimer: I'm one of the agencies). Some focus only on link penalty removal, some on conversions, some on link building.

Link Building is always a tough one and all you need to do is to be creative. Look at your competition for your primary and secondary keywords and see what they are doing for links. Slow and steady build your domain profile.
The problem is, unfortunately, there are no short-cuts. And just one more piece of advice, don't overdo any one particular kinds of links. A mix and match of everything adds up to become a natural link profile. That's what you need to compete in the niche. It's also a steady on-going process. FYI.

Best Way to Promote Other Authors SEO?
Wanted to get the communities feedback on this. WDAC is designing a new section of our site. This new section is aimed at helping small businesses that want to get SEO help, but are not in a position financially/do not want to pay an agency for help. The page can be viewed here: http://www.webdesignandcompany.com/expert-seo-tips The page is called "Expert SEO Tips" and we are going to promote other authors content that focuses on high quality articles around SEO tactics, methods, tips, tricks, etc. There are a few articles listed on the page based around what we have shared in the past, but you can see that the page/section is still in its infancy and may change to a new layout/design in the near future. The section will summarize the article we are linking to , and provide a link to the authors Twitter/G+ profile, depending upon what they have setup. We have reached out to a few places in the Google+ communities asking for articles and submissions, but have had little success. Strange due to the fact that we are providing outgoing links without requesting one back...hmmm. Anyway, what do any of you think would be the best way to get people to respond? Also, does anyone see any issues with adding this type of content to our site using followed links, specifically since we are linking out to relevant articles related to our own services? Does anyone see any potential pitfalls? Does anyone have any articles they think would be a great addition or provide help to business owners? All input and insight is appreciated! What are the top 20 whitelisted SEO content publishing channels?
With Hubpages in the penalty box right now, I am looking for other inbound marketing channels to syndicate original content to relevant audiences. I am currently using SlideShare, but I am looking for other channels. Will you share 10-20 of your recommended content publishing channels that syndicate SEO content? Context: What I need are channels that are: Low to no budget ($0-50 annual, if they exist) Ability to upload SEO content - landing pages, infographics, blog posts, images, videos. Impact SEO when sharing with other PC urls a mobile website url
Struggle with the following impact on SEO if starting to share mobile website URL. We have multiple PC urls (5 different domains).For example www.site1.com, www.site2.com, www.site3.com, www.site4.com and www.site5.com. Now I have to convince other people within the company not to use one mobile website url for all different domains. The intention is to direct all mobile traffic from site1, site2, site3, site4 and site5 to the url: m.site4.com. Based on the following articles I already wanted to combine the www.site4.com with the m.site4.com to one entity, based on the third method which is supported by Google. https://developers.google.com/webmasters/smartphone-sites/details and http://googlewebmastercentral.blogspot.com.au/2013/06/changes-in-rankings-of-smartphone_11.html But now I have to give SEO impact feedback on the other domains. The obvious one is site1, site2, site3 and site5 will not have positive mobile SERP indexation. Second impact: Duplicated content issues across multiple websites.

Fourth impact: text on site1 / site2 / site3 / site5 is not the same as on site 4 this will implement maybe hidden content issues, which could cause penalties. Local SEO Agency Suggestions
I've looked under the "recommended companies" tab of seomoz, but all of the SEO Agencies listed seem to be geared towards big businesses. Most of their contact pages have starting budgets that are way out of my league. I do my own web-development and on-site SEO, but due to the demands of my job, I do not have the time needed to focus on link-building, and any other kind of content marketing (other than occasional guest blogging). Can anyone recommend an individual or agency that can start with a $500 - $600 monthly budget and move up from there? My search terms are local to my city, and not all that competitive, just looking for someone who can help. Thanks in advance for any recommendations.

What is your Biggest SEO selling point to prospective clients?
Typically, our SEO questions are around "how to's" and etc. So, to change it up I will ask a business question: What is your biggest selling point when presenting your SEO services to a new client? In a spirit of transparency, I will tell you mine ahead of time. With PPC, TV, Radio, and Print at some point in time that ad comes to an end. When it ends, that is it. There is no residual from that advertisement - or very minimal at best. With SEO, once you are ranked well and well optimized you continue to get clients for a much longer period of time. With clients who TV and print, this rings especially true and is easily provable. I can't wait to hear yours.
