Google Reconsideration Response Time

Hi all,
3 of my websites have received a massive hit from Penguin/Panda due to exact phrase links.
I have had all the links changed so that they are completely different, and submitted a reconsideration request to Google.
Would anyone be able to tell me roughly how long it takes to get a response from a Google reconsideration request?

If you've been affected by Penguin or Panda then unfortunately a reconsideration request won't help. Penguin and Panda are algorithmic changes and you can only recover once the algorithms refresh.
Reconsideration requests are to be used when you have a manual warning in your webmaster tools. If you don't have a manual warning, then you will get a message back saying that there have been no manual actions taken against your site.
I have found that it usually takes about 3 weeks to get a reply from a reconsideration request. Lately I've had some replies within just a few days. When the disavow tool first came out it was taking up to 2 months to get a reply because so many people were using it and sending in reconsideration requests.

The man himself says it shouldn't take longer than a couple of weeks.
I've found this to be largely accurate - I think the longest I've waited for was 17 days (but hey, who's counting?!)

There is a negative article showing up in the SERPS for my boss name which we've been doing some rep management to get rid of. Well, someone started building links to that property recently, and it has pushed the result to the #2 spot. I did some research, and the property has never had a single link pointed to it until recently. There are 7 referring domains, all of which use the same theme, and have the same author for each article. Each property has over 1,000 articles in not even 2 years. All articles are based around the same topic. The property they are promoting negatively went from 0 backlinks to 55 in under 2 months. My Question is, is it okay to report this to Google? It seems like a cut and dry example of a link scheme. Second question, I have recently seen an increase of spammy links showing up in ahrefs. These links were likely built by a predecessor of mine as far back as 2010. I had been letting them fall off naturally, but now they are coming back (around the same time the above mentioned link scheme began). Do you think someone is re-indexing my links as a sort of attack? Or is it possible Google is re-indexing them? I'm going to contact the webmasters where I can, but seriously considering using disavow tool. My rankings started dropping when the links started getting indexed. And continue to drop. Negative SEO, or Googles recent "Quality Update"? Thanks for any and all input. Ryan0 -
How long does it take Google to give value to a backlink?
Hi Once Google indexes your backlink does it pass value to that link straight away? Before i was under the impression once backlinks were created (providing they were good links) you wouldn't see any value or the serp climb for 6/10 months, is that still the case? Reason i ask is we're link building for a summer item and most if the back links are being indexed within a few days by Google. If the backlinks are given value by Google once indexed then we'll carry on till late summer. If its 6/10 months to be recognized we may start moving onto something else. Advice would be appreciated.

Got Google Warning But No Penalty - Should I Ask for Reconsideration?
I got the following warning from Google yesterday: "Google Webmaster Tools notice of detected unnatural links to [...] We encourage you to make changes to your site so that it meets our quality guidelines. Once you've made these changes, please submit your site for reconsideration in Google's search results. " But my website didn't lose any traffic or ranking so far. Anyway, I'm currently cleaning up my link profile. My question is, since the website didn't seem to have a penalty, should I still submit the website for reconsideration once the clean up is done? If I clean up my link profile, would that warning just go away? Should I avoid a manual review of my website? Thanks for your help.

What linkbuilding techniques are working right now after google's recent update?
I'm facing some issues after the google's recent update, been using blog networks, blog comments, web 2.0 submissions, directory submissions etc What techniques works now? i don't see any improve from web 2.0 these days may be we need to get enhance ? may be curated content? to what extent i understand this, i think they all are low quality backlinks which all the other blackhat markets use previous, and it even gets worst if we keep on doing this --- for the last 1-2 weeks i've stoped linkbuilding just searching for something concrete with this regard, because backlinks that are DoFollow is necessary to have! any thoughts on working techniques that won't harm my rankings?

Stop Building Links During Reconsideration Request?
We had a message in webmaster tools to say our site had 'unnatural links' pointing towards it. I investigated and found a number of sites where we had uploaded articles, containing links, had been de-indexed. As such we have suffered a few drops in rankings. I have submitted a reconsideration request and I'd like to get on with recovering any lost ground. However, I am wondering whether it's best to cease any link building activity whilst the reconsideration request is processed. Please do let me know your thoughts and experiences on continuing to build links after submitting a reconsideration request.

Do you spend much time on the phone when link building?
When it comes to link building for a client how important is it to get on the phone when chasing links from other sites? Would you say this done all the time, half the time, not at all?
