The correct way to go from PHP site to HTML site?

I have a website fully coded in PHP and I am doing a re-design over to an HTML site. I searched through the Q&A and there were some conflicting answers. Some said you will need to 301 all the pages. Others said to use the .htaccess to parse all the files as html.
What is the correct way I should go about this?

As Cocoonfxmedia noted, it depends a good deal on your CMS situation.
For SEO purposes, there's no difference between PHP and HTML - search engines don't encounter PHP code, it occurs on the server and then the server sends the search crawler the HTML output.
I'd have to see the site in question to understand what would have to happen from a SEO standpoint to ensure things carry over smoothly, but in general I'd recommend focusing on ensuring that any page URLs that are linked to from other websites (Open Site Explorer is a good way to check on this) are 301 redirected to their best replacement URLs on the new site.
301 redirecting every single URL is not necessary. I'd focus on the URLs that have links from external websites. Search engines will adjust properly for the other pages, dropping the old URLs once they get a 404 error and finding/indexing the new pages from the top-level pages.

The new site is already coded in HTML though - Is there just some code I can add to .htaccess to tell spiders that all PHP are not HTML?
Obviously I will need to change any internal/external links to the new extension. I want to make sure I cover all my bases and do this properly.

A real estate agent client has had a website for years, which he optimized to position himself as a national real estate expert (to get more TV and media exposure). Best way to get the fastest WordPress site with existing template
I have a WordPress website that I started building for free and eventually paid the $50 bucks for the premium version. My goal right now is to increase the speed. The current speed rating for the site on Google Insights is 60/100 for mobile and 66/100 for desktop. I have used some plugins to help me increase the speed, but the previous number were the best I could do. How can I get this site at least into the 90/100 range? Should I buy another template, or can I hire someone to go through and optimize it. I would like the best option that is as cost effective as possible as this is a hobby site for me. Thanks!

Google Site Search & SEO benefits
Hi all - I've had a comb through the forums here but can't seem to find any updates on whether there any tangible benefits for using Google Site Search. We're currently exploring using Lucene, Oracle Endeca, & Google Site Search - but from what I've read so far there are no quantifiable benefits for choose Google over any others. What is the best way to optimise a site that wants to target one service in multiple locations?
Hello! I would like to get some opinions about the best way to optimise a site/pages/URL's for a client that offers one service in multiple locations. The client has done work in various areas of the UK and wants to be found for these locations. They don't have addresses in these locations. What would be the best way to set up the pages/URLs for each location? Is there any reason why I can't have, for example, a main Portfolio page which has content about the service and a link to each portfolio in the different locations, e.g. /portfolio/london, /portfolio/hampstead, portfolio/kensington. Sister Sites or Joint Family?
A large News Media Group has a Tv Channel, print newspaper, radio channel (for music primarly) and an online website that includes the newspaper content and other original content in different media. My question is, is it better to have independant websites for these different mediums or have all the content on one big website. Currently the newspaper and blog are online as one whereas the radio channel has its own website and the television has its own. So should we maintain sister sites and cross link to each other or have one big happy family under one house? Best, Rishad.
