Any successes getting SEO/link vendors clean up Penguin-related problems they helped create?

Hi all,
I'm wondering if anyone's been able to get link vendors help clean up Penguin-related problems that they helped create?
I have a client who was sold years and years of AWFUL link building work from a major and prominent SEO vendor, that we are now battling to de-toxify.
There are no legal grounds for us as the ToS was watertight and the client is ultimately responsible (if naive), but has anyone been successful in getting vendors to cooperate with cleanups on ethical grounds? What's the best way to play that with a major vendor, I'm assuming they wouldn't want to be outed.

And now we know that EGOL does not live in NYC, because the major there wouldn't allow you to get serving sizes that big.

I have experience attempting to do exactly what you are talking about here with very little result. My company used to buy links from "SubmitEdge" and their link building practices are shady at best. Thousands of terribly written articles, directory submissions, message board comments, and other ridiculous penguin-tastic links built through them.
I spent a good month or two working at getting them to help me in the removal of these links. They pretty much did nothing but inform me that their practices are well-established and in-line with Google's policies.. (untrue. incredibly untrue.) So what I started doing was asking for logins and passwords of the accounts created to go onto ridiculous message boards and post terrible links. The beautiful thing is they were able to give me lists of everywhere they built a link. And for the articles, they supplied me with usernames and passwords. This meant several weeks worth of work for me to go through each one and remove the articles and links.
However I was left with all the social links and directory links. Some of the article links also did not allow me to login and upon further review the blog sites owned by Submit Edge were the ones I couldn't log in to. I went back and forth with them and they eventually stopped responding to me and would not help me log in to those. They still exist to this day... I've yet to disavow because I haven't seen results of any penalties but I have this all documented of course.
Anyway I digress... The point is, you can battle all you want and it might get you a little further but ultimately they are going to do very little and claim they have done nothing wrong the entire time. (This is my experience with only one company of course.) It is frustrating to say the least. Especially when I know they could just ask their staff member what "djnaro23" password is so I could go through forumland and remove all the stupid links. But no..
One more note -- I ended up trying to guess a lot of these passwords for the aforementioned social links I was unsuccessful with. I will say that they are incredibly lazy people and several of the logins ended up being simple passwords. I literally copied the username and used it as the password and this worked about 33% of the time.
In summation, good friggin luck getting them to do any work for you; they will most likely refer you to their paid link-removal service which is a huge scam. However you should be able to garner a bit of information and hopefully some logins which will give you the ability to go back and remove them yourself. Or at least, as in my experience, remove SOME of them...

I made a request for assistance in getting links that I feel weren't procured in our best interest or within Google's current guidelines. Our vendor offered to use the disavow tool on my behalf saying that was the quickest way, but from everything I've read, this was premature and could due potentially do more harm than good. I turned down their offer. I didn't want to perpetuate their lack of good sense and expertise by continuing to depend on them.

Depends how "well known" the agency is, I have taken one 2 clients from a local agency which is quite large they have about 40 staff locally. We asked them to remove a large number of links from their link networks and directories they own. They actually removed most of the links in question over a few weeks periods.
The process we used was to have the client contact the agency direct with some wording such as "We realized you have been using link networks to do link building (see attached report of network links) this has resulted in a serious drop in revenue and traffic. We request that you remove the attached links in the report from your network."
This worked with two prior clients, they did clean up most of the damage, but that been said some other SEO companies would not do the same.

How Long for Penguin Recovery if All Links Were Removed at Once?
Hi, I was wondering if anyone had thoughts on length of time before a Penguin recovery can take place, assuming you removed all the bad links at once? I have a client that has a Penguin penalty, with all the bad links pointing in to a domain, which then redirected to theirs. So, I simply had that domain removed and it now returns a 404 instead of redirecting to the main site. Now all of the bad backlinks do not pass through. All of this happened at once about 5 weeks ago. I was glad to discover such an easy solution, but am wondering how long something like this would take. My initial thought was it would take 2 or 3 months to see recovery, but I was hoping since the issue was fixed so quickly, recovery would be faster. Any experience with Penguin recoveries with all spam links removed (less that 100 links) at once?

Link Building - Affiliate Link Programs
I'm getting some conflicting information when researching this... I want to create the most organic link building strategy that not only gets high authority sites linking to a website, but relevant websites. I'm creating an affiliate link program where I link to partner and affiliate companies, who in turn link back to me. The question is where to put these links. I was initially thinking of putting them in the footer so they add credibility to every page, and in turn ask my affiliates to do the same thing. However; some sources say that Google no longer looks at links in the footer section. Is it true that Google doesn't count links in footer sections? And do you have any tips on creating this Affiliate Link Program?

5th failed Google reconsideration attempt, can you help? (are scraper/related news sites the issue?)
(sorry for the long question - I thought it would be useful to give the background!) I am really struggling a Google's reconsideration request for my site, and although we thought we had removed almost all the 'bad' backlinks I am still getting no-where... We are really wanting to focus on building our brand, and establishing our site as an authority but this penalty is really holding us back. The latest response from Google: There are still many inorganic links pointing to your site. At this point, we believe we’ve evaluated these links appropriately, and no further action from us is required. In order for your site to have a successful reconsideration request, we will need to see a substantial, good-faith effort to remove the links, and this effort should result in a significant decrease in the number of bad links that we see. We do not recommend that you submit another reconsideration request until you have been able to make a good amount of progress. Once you’ve been able to get the links removed, please reply to this email with the details of your clean-up effort. My Website: http://bit.ly/KXg8y1 History: This is a new domain - approx 6 months old Old domain received a Google links warning We decided to start a new website, launch a new brand and start from the beginning We 301 re-directed the old domain so we didnt lose customers We then got a Google links warning for the new site We assumed this was related to links from the old site and so removed the 301 redirect on the 20th August Our old sites links still show in Google webmaster tools Reconsideration History 1st re-consideration request: Explained the 301 redirect had been removed, assured we would now be focussing on high quality content/brand building and after 2 weeks received a standard message to say that still had inorganic links 2nd Request: Went through the new sites links (using open site explorer, AHREFs, SEO Majestic and GWM) and removed those we identified as low quality (mostly directories built by an SEO company we had started working with). We complied a spreadsheet with all the links in it (including 301 redirect links) and explained which had been removed, webmaster contact details etc. We also uploaded our template email and screenshots showing contact with webmasters. 3rd, 4th and 5th Request: We went through the new site links and were able to remove a few more links which were thin or could be seen as inorganic, and the end result is that apart from 6 links we have removed all those we have identified as inorganic. Links The old site had some pretty poor links We have done no paid linking, no blog networks, no spammy web 2.0 sites on this site. We've added good quality content to our blog, focussed on social media, published an infographic, and are committed to long-term brand building The links mostly come from guest blog posting. We are looking into outsourcing the bulk of our link building. And, so far, I am looking at two different SEO Agencies. textlinkbrokers.com and thinkbigsites.com Has anyone had any experience in working with either of these companies? What percentage of my links should be directory links
I feel a lot of my link building might be a bit heavy on the directory links side. Should I limit the percentage amount of links as a part of my overall link profile? If yes what percentage of links is ok to be directory links?
