Out of Stock page ranking

When a competitive site is consistently ranking for a product that is never in stock, or in some cases, has been discontinued for several years and will never again be in stock, is there a way to communicate that information to Google?

The first thing I would do in this particular situation is to contact Kaboodle and see if you can get the Buy link to go to your store instead. They may have to remove that entry and you can post a new one.
That sparqstore domain expired on 01/26/2011 and is pending renewal or deletion from Network Solutions. It may be worth looking into how much it would cost to buy the domain and redirect relevant URLs like that to your product page.
That Kaboodle page is indeed a form of spam. It is what I would call a "stub page". Whether you report that page or not is up to you. Eugino provided the link above to where you would do the reporting. I would just say first that you should contact someone - by phone if possible - at Kaboodle to give them the chance to remove the page, as often this is just a matter of pour housekeeping and not outright spam.

Thanks for responding. Regarding your first question, how do I know the item will not be in stock, here is an example:

That item was discontinued five years ago. If you click on the "Buy It Now" button, you will notice that it links to a url that is no longer maintained. I receive many inquiries about this product because it is similar to our line of products, so I wrote an article that not only discusses the product, but also mentions that the product was discontinued years ago. The article ranks well, but many people are frustrated by these stale links on other sites. I've contacted some of the shops that have stale links to clean things up though it does require considerable effort. It just seems that Google should be better at spotting these dead products, especially when "buy it now" points to a dead site.

There are many things to consider: first, if its your competitor, how would you know that the product will not be in stock anymore? If the whole website is ranking well, and no spammy procedures have been made by this website, there is no way to communicate it to Google, I think. And anyway, if its not a big problem, Google will not take it into consideration anyway.
Please note that Google has many ways in order to understand if a page is relevant (one of this is bounce rate, etc.)
So if a customer is not satisfied with what he/she finds in your competitors page, cause there is not the product that is being looked for, he/she will leave the page, and Google will notice that.
I would:
1. Try tell your competitor (even as unsatisfied customer) that the page in which they offer the product, is not valid, so please if they can take action to make it more relevant or remove it if needed.
2. Try rank better for that product on my own website. Once I'll have shares, compelling content, great user experience on page (and a few bunch of natural links if possible ), my page would rank better and outdo my competitors page (even if domain age and auth may be higher)

How did this little site rank #2?
Keyword: "adoption agency" Site: http://www.opendooradoption.org These guys are ranked #2 for this very competitive term in all US regions. They're beating Bethany (and my company) who are orders of magnitude larger in both company size and link profile. Their domain authority is 40, and they have less than 200 links pointing to them with "adoption agency" in the anchor according to OSE. Their on-site is pretty much nonexistent. Does anyone have any theories as to how they accomplished this?

How can a site rank higher when you beat them by A LOT on virtually every SEOMOZ factor?
Any insight into what's driving these results would be appreciated. Another site ranks #6 and we rank #22 on a keyword that scores 67% for "Keyword Difficulty", but we score significantly higher than them on almost every ranking factor including having nearly 10 times more backlinks along with higher PA and DA scores,etc. Here is a comparison from the Keyword Difficulty Tool report. How can my site not ranked on easy keyword while it currently ranked 1 on difficult keyword??
The site in question is http://ikt.co.id The site is perfectly optimized (or even over optimized) for keyword "Bikin Website Murah" (in Indonesia it means "develop an affordable website") currently if you search on both google.co.id AND google.com, it ranked on #10 (on google.co.id) and it ranked on #7 (on google.com), and both term only return 1.3 million results I have A LOT OF pages that started with 'bikin website' , or 'website murah' ... there are a lot of them, and i have had a lot of backlinks on those pages too (have been manually building a lot of links, starting from creating a tutorial article and blog submission and many other way) .. the site has been perfectly optimized for that keyword For example we have http://ikt.co.id/blog-category/bikin-website-murah-promo-terbaru.html (for newest promotion) http://ikt.co.id/blog/bikin-website-seo-murah-discount-40-sampai-31-juli-2011.html (for discount 40% promo that lasted untill 31 juli 2011) AND YET, if you search on google.co.id for keyword "2000 likes facebook" , our lone page that i created when our facebook likes reached that amount, RANKED #1!! , and please let me tell you this term return 400 million results++ (on google.com this keyword ranked #19, on 500 million results++). And let me tell you it take that SINGLE page (which has absolutely 0 backlinks) 2 days to ranked #1 .... and her brother if you searched "1000 likes facebook" also show similar result (though not better then the sister) How ?!? and Why ?!? , i dont understand this at all.... my domain does not contain any keyword, they uses the same engine and yet that lone pages which have absolutely no backlink ranked so well on a very competitive keyword, while my Target Keyword ranked poorly.... And what is even more bizzare? "Bikin website murah" might not rank good, but "bikin website" ranked better x_x ... arghh i dont get it... why my site ranked poorly on easy keywords and ranked high on difficult keywords :(( .... Why I am not smiling because those easy keyword is actually my primary keywords 😞
