Base Href - Usage along with advantages and dis advantages

Hi Friends,
I like to add base href in all my web inner pages.
My doubts is which method is better to use. The details are given below,
<base href="root domain">
or
<base href="root domain/inner pages">

Honestly, I wouldn't use base href's to fix 404s in links - I'd fix the links. It depends on the scope, I guess. If the pages are dynamic or we're talking about a few dozen, fixing the links should be pretty easy. If you have thousands of static pages, then that's a bit different, but then you'd have to edit the base tag across all those pages, anyway. I'm having a hard time envisioning a scenario where fixing the links is much more difficult than putting in the base tags, but it's hard to give specific advice without the details.

Thanks for your reply. We need to fix some 404 URLS reported from Google Webmaster tools.
So which method is better to use in all web pages.

I don't see it used nearly as much as it used to be, and Google's not always very consistent about interpreting it from an SEO standpoint. So, for example, while <base...>works fine for things like relative image URLs, stylesheets, etc., I wouldn't rely on it for things like the canonical tag (I'd stick to absolute URLs there).</base...>
It really depends on what you're trying to accomplish, though. What are your goals, or what problem are you trying to solve? Are we talking about a site with dozens of pages or thousands?

Canonical URL Tag Usage
I have a large website, almost 1500 pages that each market different keywords for the trucking logistics industry. I don't really understand the new Canonical URL Tag USAGE. They say to use it so the page is not a duplicate but the page that MOZ is call for to have the tag isn't a duplicate. It promotes 1 keyword that no other page directly promotes. Here is the page address, now what tag would I put up in the HEAD so google don't treat it as a duplicate page. http://www.freightetc.com/c/heavyhaul/heavyhaul.php 1. Number 1 the actual page address because I want it treated like its own page or do I have to use #2 below? 2. I don't know why I would use #2 as I want it to be its own page, and get credit and listed and ranked as its own page. Can anyone clarify this stuff to me as I guess i am just new to this whole tag usage.

Will German meta data help an English USA-based site get found in Germany?
I think I already know the answer to this, but I'd love a second opinion. If you add German meta data to some web pages will it help those pages turn up in search results in Germany?I'm assuming not. It's an English, USA based site, doing well here for English searches - and I don't want to mess that up. A German site is being planned, but this client is hoping the English site could be found in the meantime. ~Caro

Changing Location & Losing Location Based Keywords
We're a web agency, and we've just moved from Bromley to Sevenoaks. Our website ranks really well for all Bromley led keywords and regularly brings enquiries, but we're no longer based in Bromley. We don't want to lose our rankings, but clearly we can't claim to be based in Bromley when we are now in Sevenoaks. Obviously, we also need to start using Sevenoaks to build up traction for searches in our new area. So the question is - should we create a Bromley or Sevenoaks focused landing page (or both)? Should we change all references of Bromley to Sevenoaks across the site in one go or gradually? Would it be terrible to leave Bromley onsite? Thanks!

301 redirect usage
I just wondering if using a lot of 301 redirects could hurt to my seo? We have site which have a lot of content with such links: title: This Is Title page url: www.site.com/This-Is-Title-page.html and we use for each page 301 redirect to remove capital letters in url: www.site.com/this-is-title-page.html Is this is good idea and not hurting to seo ? Page title changes based on results per page
I have a product listing that allows customers to set a results per page option. This ads a GET variable to the URL. I've added the page number to the title of this page if they go past the first page. If this results per page variable is added to the URL then google see it as a different page. Do I need to change the page title for this?
