Redirecting thin content city pages to the state page, 404s or 301s?

I have a large number of thin content city-level pages (possibly 20,000+) that I recently removed from a site. Currently, I have it set up to send a 404 header when any of these removed city-level pages are accessed. But I'm not sending the visitor (or search engine) to a site-wide 404 page. Instead, I'm using PHP to redirect the visitor to the corresponding state-level page for that removed city-level page.
Something like:
if (this city page should be removed) {
header("HTTP/1.0 404 Not Found");
header("Location:http://example.com/state-level-page")
exit();
}Is it problematic to send a 404 header and still redirect to a category-level page like this? By doing this, I'm sending any visitors to removed pages to the next most relevant page. Does it make more sense to 301 all the removed city-level pages to the state-level page?
Also, these removed city-level pages collectively have very little to none inbound links from other sites. I suspect that any inbound links to these removed pages are from low quality scraper-type sites anyway.

You should easily be able to find out if Google is indexing them by doing a site:yourdomain.com search on Google. But to answer your question, it sounds like you should probably delete them and let them 404. If Google HAS indexed them you may also need to use the URL Removal Tool in Google Webmaster Tools.
One last thing. Please do start a thread for your own question next time, as we try to keep it to one question per thread.

I'm dealing with a similar situation, thousands of low content city pages. There is almost 0 traffic or links to these pages, no human would ever navigate to them - in this case it would be best to just delete them? Do they need a 404? I'm not sure if Google is even indexing them.

Hi Daniel,
when setting up a 404 page you should have it directed to 404 never 200 and make sure there's nothing else occurring on that page for instance redirecting somebody somewhere else.
to answer your question directly I would eliminate the redirect.I hope this is been of help,

Many pages small unique content vs 1 page with big content

option to follow. In our site, we have a city area i.e: www.eurasmus.com/en/erasmus-sevilla which we are going

all with unique content. The thing is that at this point due to lack of resources, our guide is not really deep and we believe like this it does not
add extra value for users creating a page with 500 characters text for every area (transport...). It is not also really user friendly.
On the other hand, this pages, in long tail are getting some results though is not our keyword target (i.e. transport in sevilla)
our keyword target would be (erasmus sevilla). When redesigning the city, we have to choose between:
a)www.eurasmus.com/en/erasmus-sevilla -> with all the content one one page about 2500 characters unique.
b)www.eurasmus.com/en/erasmus-sevilla -> With better amount of content and a nice redesign but keeping

Page structure and how to optimize old content
SITE STRUCTURE I am trying to optimize the structure of our site Dreamestatehuahin.com. Getting a visible sitemap of my page make me realized it was not a pyramid as I expected it to be but instead very flat. I Would be happy for some advise on how to structure my site in future aswell how to optimize certain place on the page that i think need a change. 1: structure on posts. Maybe I misunderstand how post works in wordpress or something happen with my theme. When I look at my page sitemap my page is VERY flat because permalinks setting I chose the setting as post name (recommended in most articles). http://www.dreamestatehuahin.com/sample-post What I actually believed was that post name was place after /blog/ like: http://www.dreamestatehuahin.com/blog/sample-post I would be a good idea to do like this right? Should I add some SEO text on the top of my blog page before the actually posts. Or would this be a bad idea due to pagination causing double content? GWT does not play nice with 410 status code approach to expire content? Use 301s?
We have been diligently managing our index size in Google for our sites and are returning a 410 status code for pages that we no longer consider "up-to-date" but still carry value for users to access to have Google remove them from our index to keep it lean. However we have been receiving GWT warning across sites because of the 410 status codes Google is encountering which makes us nervous that Google could interpret this approach as a lack of quality of our site. Does anyone have a view if the 410 approach is the right approach for the given example or if we should consider maybe simply using 301s or another status code to keep our GWT errors clean? Further notes there is hardly ever any link juice being sent to those pages so it is not like we are missing out on that the pages for which we return 410 are also marked as noindex and nofollow

Duplicate Content: Is a product feed/page rolled out across subdomains deemed duplicate content?
A company has a TLD (top-level-domain) which every single product: company.com/product/name.html The company also has subdomains (tailored to a range of products) which lists a choosen selection of the products from the TLD - sort of like a feed: subdomain.company.com/product/name.html The content on the TLD & subdomain product page are exactly the same and cannot be changed - CSS and HTML is slightly differant but the content (text and images) is exactly the same! My concern (and rightly so) is that Google will deem this to be duplicate content, therfore I'm going to have to add a rel cannonical tag into the header of all subdomain pages, pointing to the original product page on the TLD. Does this sound like the correct thing to do? Or is there a better solution? Moving on, not only are products fed onto subdomain, there are a handfull of other domains which list the products - again, the content (text and images) is exactly the same: other.com/product/name.html Would I be best placed to add a rel cannonical tag into the header of the product pages on other domains, pointing to the original product page on the actual TLD? Does rel cannonical work across domains? Would the product pages with a rel cannonical tag in the header still rank? Let me know if there is a better solution all-round!

Is Sitemap Issue Causing Duplicate Content & Unindexed Pages on Google?
On July 10th my site was migrated from Drupal to Google. The site contains approximately 400 pages. 301 permanent redirects were used. The site contains maybe 50 pages of new content. Many of the new pages have not been indexed and many pages show as duplicate content. Is it possible that there is a site map issue that is causing this problem? My developer believes the map is formatted correctly, but I am not convinced. Content per page?
We used to have an articles worth of content in a scroll box created by our previous SEO, the problem was that it was very much keyword stuffed, link stuffed and complete crap. We then removed this and added more content above the fold, the problem I have is that we are only able to add 150 - 250 words above the fold and a bit of that is repetition across the pages. Would we benefit from putting an article at the bottom of each of our product pages, and when I say article I mean high quality in depth content that will go into a lot more detail about the product, history and more. Would this help our SEO (give the page more uniqueness and authority rather than 200 - 250 word pages). If I could see one problem it would be would an articles worth of content be ok at the bottom of the page and at that in a div tab or scroll box.
