Finding a good guest posting service

I'm looking for any recommendations for a high-quality guest posting service that isn't posting to placing articles on their own network of websites, but instead has relationships with blog owners who will take good quality guest posts. And I'm willing to pay up for high-quality sites.
Thanks for any suggestions, including suggestions on how to find these services if you don't want to say any names.

You may not like this answer as I'm not going to recommend some service which makes it easy to find quality blogs that will accept your content. Because that service does not exist. There are plenty of sites offering such services, but the quality of sites that partake are typically pretty sketchy. A few years ago this may have been an option, but now that guest posting has blown up, those sites are ineffective in my opinion.
If you want real results, you'll have to do some outreach to secure posts on awesome sites that aren't simply a free-for-all accepting posts from anyone. Of course, this means the content you put forward has to be equally, if not more awesome.

How about myblogguest? You decide where to publish your article from the offers you receive from blog owners... You only need to pay for a membership, or as a blogger, you can publish others' articles without any paid membership.
Before accepting an offer, check they blog offering, their reputation, their previous posts, etc. Just don't take ANY offer, look for the good ones.
You can also do some outreach for yourself. If you are writing the content, simply contacting the blog owners asking to post your article (include the article, as many receive hundreds of "shallow" requests) should work. At least I am writing for high quality blogs, such as SEJ, SearchEnginePeople, etc, just by contacting them with my articles ready to publish. You can later establish a relationship that could led to faster publishing, or even skipping the review process.

Hoth v Fiverr v general backlinking services
So the company I am working with has purchased backlinks from Hoth and Fiverr. We have noticed that a lot of links seem to be from very low level DA's as well as wix,wordpress blogs that seem like they are the bottom of the barrel as far as links are concerned. Is there any value to even having these. Is there a way we can quantify the value that these links provide. It is relatively expensive to purchase these packages, if the company can ensure DA50 posts is it worth doing that sort of this? Is it better to have a lot of a little or a little of a lot.

Do you think this is a good idea?
I have an idea that might help people evaluate casually the strength of backlinks. I'm thinking of building an upvoting list of backlink pages. People can vote on how they feel the strength of the backlink site has personally helped them. This would not be algorithmic or scientific, just a community of people rating their actual success with the strength of the backlinks for particular sites. Thoughts? Thanks!

When you are manually posting to blogs, how closely related does the content of the blog have to be to the website?

Google and low quality guest posts
In the aftermath of the Penguin and Panda monsters a lot of blog networks seem to have been devalued by Google. It seems logical that spammers will flock to low quality guest posting next. How do you think Google will determine which guest post links to devalue? Thanks!

How to find article sites that will be very picky
I'd like to write good, unique content, and one of the places i was looking at was article repositories. I do understand that most of them have been spammed to death, but I was wondering how I would go about finding ones that would accept my article. I do realize that niche news/forum/informational sites are probably my best bet. Beyond that, would would be a step down or a 'general' article directory where I could get something approved and post content that is high quality. I'm not sure I have time to go around to every niche site and make the handshakes necessary at this time.

Do you link out to good content?
I have noticed that there are a bunch of questions in the Q&A about people are concerned about allowing blog post comments or linking out in general. My question is: do you avoid linking out to other websites, even though they have good content? I am not talking about direct competitors here, but just linking to other websites in general.
