RD and PA high but still not ranking

We picked up a client who before ourselves was just using link building as their SEO strategy.
They came to us for on page SEO and overall guidance. We have done some targeted link building and did some work with their link building company to remove some links, however after doing some further diggings Im wondering if we still have some bad links?
My reasoning for this is:-

all the SEO work we have done on the pages are getting A reports in Moz (which is our back up check)

the RD and PA for many of the pages we have focused on are higher RDs and PA's than the pages that rank on the first page
Any suggestions?

We came on board to do the on page SEO (as they hadn't done any) they had just been link building.
We suggested they stop the link building as it was all going to the home page. The anchor text link building was all going to the home page pretty much and some of the links were low quality.
We've got them to stop all this dodgy link building and even undo some of it. But because they haven't seen instant results with us (even though we have shown them the problems they have had) we are in focus now.
I believe the structure of the website to be ok but would appreciate a outsider to check (can send you a link via linkedin if you are happy to take a quick look).
I've pulled reports on each keyword and page again this afternoon and can see we now need to do some quality link building for the client which we will now suggest having pulled them out of the penguin/panda updates (thanks to their previous SEO company).

I'd love to see the URL and some of the keywords, but I completely understand if you can't do that. Some immediate thoughts I have are:
- Site structure - are there structural issues in the site that are causing this? Are we talking home page compared to a page 3 layers deep? Is it apples to apples?
- Anchor text - you don't want to be unnatural, but anchor text is still a big factor and not measured in DA/PA
- Depth of Content - Do you have one page of content on the desired keywords vs. a significant amount of content regarding the topic?
Those are probably the first three things I'd check.

Google Organic Ranking & Traffic Dropped
Hello, We have been struggling to keep our website (http://goo.gl/vS37qA) ranking well in Google since April 30, 2015. For some reason at that time, there were around 15000 blocked pages (mainly Magento layered navigation pages) showing in Google's Search Console. We used canonical tags, and now all these pages have been removed from Google's index and Google Search Console. We didn't do anything that is against Google's Guidelines. Currently in Google Search Console we see:- Around 50 crawl errors- no malware- no blocked pages - no other error messages in both Webmasters tool.We have never practiced black hat SEO, paid for links, or used tactics that Google penalizes. We noticed in the last few months there are around 1000 Chinese/Russian/Japanese links points to our website, and we have used the disavow tool to notify Google of these attacks.Any help would be greatly appreciated in advance!

Why is this Page Ranking for such a competitive keyword?

Better ranking competitors have paid links from blog pages
I have a trial of all the tools at the moment and it's a lot of fun. I have been delving into site explorer and found that some competitors have links to them from obvious seo promoting paid blog sites. One has no other links except a paid for blog from a site that openly admits it offers paid marketing and they shot up to 4th on page one for a main keyword phrase. The info from moz and matt cuts video's say not to do this, but it's so tempting. The blog is well written, while I sit here and do the right thing, my competitors have page one. If the blog is well written and is meaningful is it OK and if google ever decide it's paid and don't like it, wouldn't it be better to be page one for 6 months and then recover? I'd love to give the link to the seo, blogger thingy but don't want to come across as promoting it in any way. I am sure there are loads of them anyway.

Will implementing 301's on an existing domain impact massively on rankings?
Hi Guys,I have a new SEO client who only has the non-www domain setup for GWT and I am wondering if implementing a 301 for www will have a massive negative impact on rankings. I know a percentage of link juice and PageRank will be affected. So my question is: If I implement the 301 should I brace myself for a fall in rankings. Should I use a 301 instead to maintain link juice and PageRank? Is it good practice to forward to www? Or could I leave the non www in place and have the www redirect to it to maintain the data? Dave

Ranking factors: What am I missing here?
I'm trying to understand what techniques might have been used to help the site malime.com.au rank for the term 'boys tops' on Google (AU). It appears to be a new domain, there are hardly any backlinks and basically no social mentions. Internally, the site uses the term 'boys tops' to link to the same page that Google chooses also—so that much makes sense—but other than that (and some weird keyword-stuffed page titles and meta tags) I cannot find much reason for this site to rank as well as it is. Have I missed something? Or is it just a low-enough competition phrase that it can do this with basically internal linking? Any ideas? Thanks

Can anyone tell me why this site ranks so well?
Site in question: cellphoneshop.net From what I can tell from their link profile, the links they garner don't appear to be particularly high value but they dominate organic listings for my vertical (cell phone accessories), esp. in the last 2-3 months when Google was supposedly increasing the quality of their search results. Can anyone tell me why in particular this site ranks so well for competitive short and long tail terms?
