Link Building

I'm having difficulty creating a solid link base. I would prefer to only have links that are on relevant sites that are likely to drive traffic rather then just adding my company page to site directories.
I've checked out the whiteboard Friday edition of link building and have also used the new Moz analytics that helps recommend sites to link to, but all the recommendations were directories.
So, could anyone hold my hand and guide me through the world of Link building?

Hello, I am working with a company that their domain name is the same as the head term. For example, if I was going for the head term coffee, and my site was coffee.com. This is specifically in the medical space, and i'm competing directly with Web MD and The Mayo Clinic, my advantage on the term is the EMD. We have a legitimate site with thousands of pages of relevant content, and I am starting a guest blogging campaign on relevant health sites. So I learnt that in link building you need to send an email to someone from where you want the inbound link coming in from. In this case, are there any tools withing SEO moz that allow you toactually search for links and also provide you the contact email? Thank you, Vijay

Link building outsource advice
I have been limping along doing link building myself for several months now. Creating relationships, asking for links, writing some articles and press. So far, decent results, but I need to take it to another level. I used SubmitEdge's 400 manual directory submission product, but still not seeing many links coming from it. So, I would like to hire an onshore SEO to help me with link building. After getting several quotes from reputable companies, I found the process very frustrating. I know this business is not about guarentees, but they all want $600-$1000 per month for a fairly open ended service. All they tell me is that they will submit to directories, social media sites, shopping sites, and some niche sites. No guarentees of how many (or what quality) of links I'll get, or even how much time they even plan to spend. Any suggestions on what I should expect? and any suggestion companies?

Local Search Citation Building - 2 links on 1 page?
I have the opportunity to display information about a business on a handfull of high PR web pages (with relevant content, not directory listings). I'd like to use these listings to build local search citations and homepage authority/rank for chosen anchortext. The format allows name, address, phone number, email & url plus a description of the business (short paragraph that can contain a link) - see below. Should I link from the homepage url and body anchor text? Will search engines ignore the anchor text used in the 2nd link?
