Is Penguin 2.1 an actual penalty?

By that, I mean that does Google just devalue spammy links, or does it devalue the links and penalize your site on top of it?
Does it hit specific keywords, or does it have effects site wide?
Does penguin run constantly, or only on specific days?
If spammy links are removed, how long does it take to recover?

On the big question, I definitely agree with Gary - Penguin can cause an algorithmic penalty, and that can impact your entire site. It's definitely not something to mess around with. Google devalues links all the time, but that's separate from Penguin. When Penguin 1.0 launched, Google made it clear the update was punitive.
As for when Penguin runs, we're really not clear on that. Penguin data seems to be updated outside of the real-time algorithm, but it's tough to say whether that only happens during an official Penguin update or if the data is updated more frequently. My gut feeling (based partially on the few Penguin recovery stories out there) is that it has to be a bit more frequent than the confirmed updates, but it's certainly irregular. I don't think every six months is accurate, honestly.
Recovery is tricky - since Penguin is algorithmic, reconsideration shouldn't help in theory, but the reality is a bit more murky. Penguin does need to refresh, and the links do need to be re-crawled - Gary is certainly right about that. Those timelines can be highly variable, though.

It will Devalue the links but also penalize your site if you have been a big abuser of unnatural links

It will do either of those depending on the severity and you will be able to see this in webmaster tools sometimes.

Penguin runs roughly twice a year currently, but is always in effect, you can get an unnatural links penalty at any time. Some have said it runs in some way with Panda
If spammy links are removed, how long does it take to recover?
If you have a Manual penalty you will need to file for a reconsideration request. Once your penalty has been revoked you will need to wait for the next Penguin refresh (My estimate is April/May)
If its an algorithmic issue, you can see changes happen once a month but you will need to wait for Google bot to crawl those changes. For example if you remove a link you will still need to wait for Google to crawl that site and see those links have been removed. And in some cases wait for a Algo update.

Hi Normal Web 2.0 websites like Wordpress.com, blogger.com have very High DA and PA. But when we create a subdomain, DA and PA falls to 1 as Google treats subdomain as new websites. Does it make any sense then to get backlinks from web 2.0 websites? will it help in Google rankings?

Hello the MOZ community, My question is simple. I read on the forum that if moz doesn't add your backlinks after quite a while, it's because they are poor value. Google Penalty
Hello thereIt has just been confirmed that my site is suffering for a Google Penality. The odd thing is that it is just for my set of key keywords and not the whole site. It seems in 2010 that a rouge SEO company I used sent loads of spammy links but I have lots of other good links too. What is your advice moving forward? Will it drop over time? Do I set up a new site (this has been established over 10 years) or try and get better quality links to compensate for the spam ones? Thanks so much! Kindest regards Victoria

Should Penguin makes me question all reciprical links, even relevant ones?
Prior to Penguin, I had begun a link building campaign of sorts for a tourism bureau. All it was designed to do was leverage a wealth of relevant link opportunities that were right under our noses...the bureau's own members. These restaurants, hotels, attractions, etc are extremely relevant web sites with respect to the tourism bureau's target and niche. The links were to be in the form of image badges stating "Proud member of..." with brand-only alt text and title tags. I will focus on keeping these links a reasonable percentage of the overall domains linking into the site, I will vary the alt text throughout, and cultivate the links slowly over a 5-month period. But since the bureau's site already drives traffic to these individual member sites, the links we cultivate will end up being reciprocal. Even though they are natural in the purpose they serve, should we be worried, and consider abandoning the program?

Tool based websites after Panda and Penguin
I have several sites that I classify as "tool" based sites. These type of sites includes anagram solvers for word games, ip address lookups and other various based tools. I like to specialize in these kind of sites because frankly I am not a blogger and hate to write. Before Panda I was doing fairly well, I had many users coming to my sites everyday. The Panda update "tips" that I read all over including on google sites seems to always refer to articles and how to deal with those. The only problem is that I am not an article based site. Yes I have content that describes my tools, but we are talking 1 to at most 2 paragraphs per page. I know Panda effected my ratings because I lost ranking with some big keywords. Since then I have been able to gain some ground, but I am having a hard time trying to figure out what exactly google wants from a site like me. The main path I am getting from Panda is concentrating on the users, and what will make their experience better. I focus on that whenever I make a change. I figure the easier I make it for them, the happier they are going to be. I am wondering what you guys think about some things I can look into creating or focusing on to enhance my site. I use social media heavily (FB, tweets, posterous, blog, RSS Feed) already, but is there something else I can look at that might help me that I am not seeing. I seem to be running out of ideas. Maybe add more content to my pages? Check link structure (its pretty basic as it is) add more article based blog posts? Just want some ideas, I will send my URL to anyone who wants to take a look and see what I may be missing. C

How many links to aquire from one IP until penalty?
My client has a small site with about 340 links pointing to it. About 60 of them stem from one domain, a directory listing that posts new entries on almost every single site of their domain. My question now is: This obviously isn't a really clever link profile. But I can live with that as long as it doesn't HURT rankings or attracts some kind of penalty. Is there a rule of thumb how many (maybe percentage) links can safely stem from one domain without getting penalized?
