Localized SEO for Restricted Niches

Sorry for the hypothetical, it's a sticky subject!
Suppose I work for a company that offers Online Widget Counseling. Due to the fragile nature of Widgets, this service is only legal in one state and must be administered by a registered and regulated Widget Counseling company. Widget counseling is only available online so there is no competition from bricks and mortar stores.
Unfortunately the SERPs are dominated by unscrupulous black market outfits offering Widget Counseling illegally.
If we were to use intensive and strong local signals, could we expect the SERPs to favor our pages for searches "in or about" the state in which we are registered?

I'm going to take a stab in the relative dark and say this:
1. Building local links and citations should help as it would with any site.
2. It is unlikely that Google will assist you further than that. They appear to penalize broadly illegal sites, but they do not appear to get into the details beyond that. If you feel businesses are illegally offering a service, it seems like that would be more of a legal / regulatory issue than an SEO issue per-say.

It's rather a question full of riddles, but as far as I see it the search engine only cares about providing the most relevant pages for the search.
Just because the widget counselling service is only available online doesn't really matter to the search engine. If someone searches for "widget counselling boston" and there's a website run by a company showing that they are based in Boston, then it's more than likely that company's web pages will rank highly. Unless of course, there are many other widget counselling companies in Boston!

Local seo strategy for local gardening business ideas?
Hi all, I am just setting up a local organic garden maintenance business in my home town. I have set up the website, got social media accounts active (FB, Twitter and G+), set up google local listing (currently 5th in the local maps thingy), I have done loads of citations (many more than my competitors, but not a ridiculous amount), I've got 4 customer reviews on google so far, checked my DA against my competitors (mine 1, my comps 8-9), checked my comps links (less than 10) and been writing a blog on my website every couple of days. I realise the one thing I have against me is that my domain is just less than a month old. How long until google builds a bit of trust in it to see it come up in the serps? Also, I would love some ideas of what else I can be doing in the mean time. The idea here is to get the site rocking on all cylinders before the gardening season starts again in March. Do-able?

How much can our page title, URL and alt-tag differ without negatively affecting SEO?
We are a bridal store selling wedding dresses and bridesmaids dresses. We are wanting to know how much our URL and page title can differ, whilst still optimising SEO. For example, for the category Wedding Dresses, the URL contains wedding dresses, so can we use " the best wedding dresses in Sydney" in the page title? For the bridesmaid dresses (URL is /bridesmaiddresses/) can we use " buy best bridesmaid dresses online in Australia"? Can we use terms such as "buy best black dress in sydney", "buy online in australia" or "shop online in sydney" in the alt-tag, additional from the page title .i.e. adding extra keywords in the alt-tag that do not appear in the title? Would this be classified as keyword stuffing? In our main categories .e.g. Wedding Dresses, can we add "best wedding dress store", "buy wedding dresses from best wedding store in sydney" in the alt-tag? Thank you.

SEO And Images: 2014 Tips
What is a good "image" strategy? All I really know is to make sure to use images that you create yourself and/or images that are approved for free commercial use and add alt tags. Right now, just making sure all our pages have images and updating some of the lower quality ones would surely help us, but I'm hoping someone can add a little detail into how best to use images for seo, conversions and how to avoid slowing our site way down by adding more (we do have the smushit plugin which helps some). Local Listing Directories value
Hello fellow mozzers, I would like to start a discussion on whether certain local listing directories are worth it. Most people are of course familiar with Google+ Local(Google Places), Yahoo Local, Bing Local, Yelp, Hotfrog etcetera.. I know there are a lot more of these big local listing directories. I am situated in Holland and we have a lot of small local listing directories.

Some of these directories are not really good quality. For example:

They have a domain authority of 44 and as far as i can tell there are close to 0 reviews on companies. (So not a very active community). When you perform SEO for a local business you want the business to be found in the local search results. Google goes around the web to see if the business information (contact and address information, website etcetera) is consistent on different local listing directories. The links from the directories are still links and therefor they pass a certain amount of PageRank. How much value do you think local listing directories such as the links i will provide below will add to a business? Do you think it is worth the time to find these small directory sites and fill in information about the business there or is your time better spent on other SEO activities? A lot of local SEO questions from a newbie...
I've been doing basic SEO for customers for quite awhile now in terms of on-page stuff, but am starting to move into the arena of local SEO services and had a few questions that I hoped you guys could help with. 1. What services besides Google+ Local do you list customers websites in, such as Yahoo or Bing Local? 2. When creating accounts at the services listed question #1, do you have to verify the phone number that's listed with the business owner or is there any extra type of verification needed? How do you deal with getting all that verified for the company? 3. Do you create all these listings at Google, Yahoo, Bing, etc. from the same account? 4. Does anyone know of a list of the top 50 places to get local citations such as Yelp or YellowPages? 5. When creating citations do you normally have to verify the phone number or address that you list and how do you deal with that with business owners? 6. Do you use the same accounts to create all the local citations or are different ones required for each listing? 7. What companies would you recommend that handle all the above for you, such as a setting up accounts at Google, Yahoo, and Bing - and then also creating around 50 citations for you? Google+ Local Assistance (Listings being reviewed)
Hey guys, My client is having issues with his Google+ pages and I'm wondering if someone can shine some light on the issue for me... Basically the client has two businesses, both using the same residential address. The page was ranking well until a week ago, when it disappeared from search results and was listed in the dashboard as "Under Review." I've heard horror stories about this -- examples of Google taking months to review pages and make a decision, and I'm wondering if if might be better to just delete the under review pages and start over (hiding the address on the new listing to comply). Local Search - New Business - 4 different Erroneous, Unverified Google Places Pages
My client is a new business <1 year old. Google has 4 unverified places pages for this business - all have slight errors in the business name and address. Which one should I claim? Will Google let me change the business name once I verify ownership? How will I get rid of the other listings once I claim and correct one of them? In light of these data errors and/or as a general rule do you recommend the paid submission services for UBL and Localeze (http://getlisted.org/resources/why-listing-services.aspx)?
