You are referring to PMD(partial) and EMD(exact). They are still ranking factors in these and although Google is not punishing these domains they are devaluing the ranking factor to these type of domains.
This is not necessarily going against PMD & EMD, its just means there are many other factors that come into play before PMD & EMD.
One thing you can refer to is: http://mozcast.com/metrics
There will be a chart for EMD and PMD to show you the change in rankings of EMD and PMDs.

An exact match or partial match domain can help yes, but it is not such an effective strategy as it once was because Google has tweaked its algorithm against it a little, plus people tend to be a little bit suspicious of those type of domains these days.
If you have an older domain for your business then you are better off using and optimising a site with that which can include using search engine friendly URLs which can be just as effective and of course can be different.

Partial Manual penalty to a URL
Hi Mozers, I have a website which has got a partial manual penalty on a specific url. That url is of no use to the website now and is going to be taken off in 3 months time as the website is going to be completely redesigned. Till then I dont wont to live with the partial manual penalty for this url. I have few things in mind to tackle this: 1. take out the url from the website now (as the new redesign will take 3 months) 2. take out internal links pointing to this url in question 3. file for reconsideration with google stating we have taken off the url and have not generated any backlinks and the backlinks are organic. (no backlinking activity has been done on this website or the url) Please let me know if this works or i will have to get the backlinks removed then the disavow then the reconsideration. Looking forward for ur response 🙂

Partial match penalty & Penguin 2.1 smack
Our site is large and allows business owners to post their inventory for sale. We also make websites for those businesses that post their inventory. We link back to the home page of our site from each of those business websites using our domain name as the anchor text. Last summer we got a partial match penalty from Google "Unnatural links to your site—impacts links Google has detected a pattern of unnatural artificial, deceptive, or manipulative links pointing to pages on this site. Some links may be outside of the webmaster’s control, so for this incident we are taking targeted action on the unnatural links instead of on the site’s ranking as a whole. " We investigated and noticed a large amount of links from spammy sites, forum signatures, blog comments, etc. We think we were hit by a negative SEO campaign. We started cleaning up the backlinks and disavowing them. Every reconsideration request since has been denied with more examples of these horrid links. The final reconsideration request gave as examples of how we're violating Google link quality guidelines, our own sites we make for businesses. "_Google has received a reconsideration request from a site owner for domainname.com. We've reviewed the links to your site and we still believe that some of them are outside our quality guidelines." _ So here's the issue I need your advice on. We have tens of thousands of business websites linking back to our main site using our domain name. We're assuming this is the reason Google gave them as examples for violating link quality guidelines. **How can we fix this without losing traffic from removing all those backlinks or make our traffic tank worse than it has? ** Can we replace the domain name with our logo image and still link? Can we nofollow all those links? Can we link not to the home page but to internal pages or sections with no more than 10% of the links, linking to each section? Should we just remove the links and cry?

Is anyone witnessed complete or partial recovery from Penguin 2.1 yet?
Hello Everyone, I am analyzing and working on recovery of some sites that were hit by Penguin 2.1 on 4th Oct, 2013. I have done almost all fixes including Anchor Variations Social Sharing Local Links Diversity in Back-links but still not witnessed any real recovery. Low quality websites with spammy EMDs still ranking higher than genuine websites?
Hey guys, I've just been doing some searching and couldn't quite contemplate how heavily low-quality and spammy EMDs are still running some Google searches. Just take "cheap kitchens", for instance. Here are a list of URLs that appeared; http://kitchenunitsdoors.co.uk/ http://www.kitchenunits9.co.uk/ http://www.aboutkitchenunits.co.uk/ http://www.cheapkitchenunits1.co.uk/ http://www.cheapkitchensonline.com/ http://www.buycheapkitchens.com/ http://www.cheapkitchenscheapkitchen.co.uk/ http://www.cheapkitchensforsale1.co.uk/ http://cheapkitchensaberdeen.co.uk/ http://www.kitchensderby1.co.uk/ http://www.cheapcheapkitchens.co.uk/ http://kitchen-cheap.co.uk/ http://www.cheapestkitchensinbritain.co.uk/ http://www.cheapkitchenss.co.uk/ http://www.cheaperthanmfi.com/ http://cheapkitchenuk.co.uk/ As you can see, none of them appear to be genuine retailers and are setup purely to influence Google rankings. I'm amazed that Google is still giving so much weight to these types of sites - especially considering how search is meant to be better than it ever was before! Any insights into why this is?

Partial Match Penalty Site - Move Portion & Redirect To New Site
So I have a site that currently has a partial match penalty from google, I have been working to get it removed...Bad SEO basically my site was submitted to a bunch of bad blog networks..Hopefully it gets lifted soon as we remove and disavow links. That said I was planning on moving a portion of my site to a new site since its not really the focus of the site anymore however still pays the bills. I have also have been building it more of a network of sites..So If I do that and 301 redirect the pages I moved, will the penalty carry? On the current site I planned on using Rel no follow to any links that I may change in the header/menus etc.. Some of these pages I believe have the penalty while others dont. I really just dont want to screw anything else up more then it is? My biggest fear is that its perceived as a blackhat method or something like that? Any thoughts?

What's the right way to gain the benefits of an EMD but avoid cramming the title?
Hi Guys, Say I'm (completely hypothetically) building weddingvenuesnewyork.com and right now I'm organizing the tags for each page. What's the best layout so that I can optimize for "wedding venues new york" as much as possible without it becoming spammy. Right now I'm looking at something like "Wedding Venues New York: Wedding Receptions and Ceremony Venues" for the title.. To get other strong keywords in there too. Is there a better layout/structure?.. And is having the first words of the title on the homepage the same as the domain name going to strengthen the ranking for that term, or look spammy to Google and be a bad move? This is a new site being built
