Results clustered in blue below the main result

There are multiple results that appear in blue below the main result for a query from a particular domain. For example, if I search 'mobile phones online' on google.co.uk, the result field from www.dialaphone.co.uk shows me multiple results clustered in blue - 'HTC One Silver', 'Samsung', 'iPhone5S', 'Free Gifts'.
I am trying to understand what these are, and why these show up. Ideally, I would like the results for my domain to show up in a similar fashion, and am wondering if there is something special that I would need to do in this regard.

They are called site links and I'm sorry to say you can't control if they appear. Google gives them to popular sites. See Google info on it if you need any more https://support.google.com/webmasters/answer/47334?hl=en

When doing this, Moz has identified multiple titles and urls that should be shortened and missing meta descriptions on my subdomain (a help center of sorts). Google search result dramatically dropped with drop in DA.

Is it OK to include name of your town to the title tag or H1 tag on a blog to enhance local search results
I recently attended a webinar by ETNA Interactive on local search SEO. The presenter recommended including the name of your town in the title of the blog to increase local search SEO. Is this OK? Ive always been concerned that it is such an obvious attempt to rank locally that Google would consider it "spammy" ? black hat, "sketchy" or otherwise manipulative. Have the rules changed? I've just manually edited all the page titles and meta descriptions on a site, when will this show in Google results?
I've just manually edited all of the page titles, meta descriptions and optimised the copy on a client's site. I submitted this for a new crawl on Google via Webmaster Tools but when I do a Google search the old versions are still showing. Will it still take a few weeks for the new versions to show even though Google has crawled it via Webmaster?
