Is it OK to include name of your town to the title tag or H1 tag on a blog to enhance local search results

I recently attended a webinar by ETNA Interactive on local search SEO. The presenter recommended including the name of your town in the title of the blog to increase local search SEO.
Is this OK? Ive always been concerned that it is such an obvious attempt to rank locally that Google would consider it "spammy" ? black hat, "sketchy" or otherwise manipulative.
Have the rules changed? Is it OK to do?

As The Chris Menke has stated, there's no problem with including the city and state in your meta data or on-page markup. It's actually an advantage of sorts.
There are nearly one dozen cities named Dallas in the US. Say you were located in Dallas, TX. What would separate you from Dallas, OR? There would be citations, if you're doing what you need to do for a local business. But I've found that on-page is getting a bit more weight, and it's increasing.
Not sure yet? You can verify a Google My Business listing via Google Webmaster Tools for an indeterminate amount of business categories. If that's not a sign that on-page is gaining weight in the local search scene - I don't know what is.
In fact, the Google Local team has stated that the business's domain is the strongest factor. Would you not like to possibly give them a few more signals, easily? They are the donkey, you have the carrot.
But I would suppose your question arises from an objection to writing; "Profession/Service City, State". There are ways you can do that, and it will still look alright. In fact, wouldn't you want someone to know that they came to the right place immediately, even though it sounds generic?
People don't have time. You have to show them they came to the right place immediately. Title and header markup are excellent ways to do so.

There's nothing wrong with including place names in your title, in fact, it is a best practice in many instances. Be strategic about doing so, though. Adding the name of your city to every blog post will seem spammy (but won't get you penalized) and probably isn't necessary. Typically, if your services are location specific, you should include your place name in the title, description, and body. It will usually help with organic ranking and click through on product/services pages when searchers are looking locally for your offerings.

Site name in page title - leave it or remove it?
Hi all, Recently came across some authority blog (quicksprout to be precise) which stated that apart from main page, contact page, about us and some other generic pages, site name should be removed as it might produce duplicate content. example "How to blog | Example Site name" This mostly is the issue with tags and categories pages as it shows on Moz issues. Is that really a problem and site name should be taken off them? Thank you.

H1 tag positioning impact
Hello, I am currently working with a dev team to develop a new site. We have designed the title tags to sit below a banner image on each page but the technical team are insisting the h1 title tags must come above the banner for maximum SEO impact. I am sceptical about this, can anybody please shed some light and/or share any up to date resource on this? Different title tags and meta descriptions for desktop and mobile?
Is it possible to use different title tags and meta descriptions for mobile users? For Example: In the SERP for desktop you'll see the desktop title tags and meta descriptions, but in the SERP for mobile you'll the mobile versions of the webpage.

Duplicate Title and Meta Description Tags in Shopify with this App
Hello. I'm finding that by adding the Ultra SEO app in Shopify, I now have duplicates of the Title tags and Meta Descriptions. It looks like it's pulling title tags from the Shop info, the product or page titles as well as the Title tag I add in Ultra SEO. The website is 1bigcookie.com. The duplicate meta descriptions are from the text I entered in the meta description field in Ultra SEO. I entered the canonical url code shopify specifies to help with duplicate content, but what about duplicate title and meta description tags on the same page?

Page Title in Local SEO Title Tags?
Hi All, Still working on my title tag usage for local SEO, and I was hoping for some more feedback. My question is this: In Local SEO titles, I'm using location + keyword combinations, unique on each page. However, since each page has a specific title for the client, I figure I should be placing that at the front. My thought here was that this helps with the overall usability to the reader of the website. Ex. Contact Us page for Pizza shop Contact Us | Springfield IN Gourmet Pizza | Moe's Italian Pizza Anyone have thoughts on this one? Thank you!

Changing Link Title Tags & Backlinks
On 4/19/12 I began changing the link title tags in an effort to further optimize my website. I thought they were excessively long and it would be beneficial to make them more concise. On 4/26/12 my website traffic began to fall drastically and I'm not sure if it is from google's penguin update or from changing the link title tags. I started looking into the sudden drop of traffic and realized that when I run the site explorer tool on all of the pages I changed, the URL is redirecting. It appears that the backlinks are not passing through to the new URL. Before I Changed the Link Title Tag: http://www.opensiteexplorer.org/links?site=www.beautystoponline.com%2FAndis-Professional-Hair-Clippers-s%2F102150.htm **After I Changed the Link Title Tag: ** http://www.opensiteexplorer.org/links?site=www.beautystoponline.com%2FAndis-Clippers-s%2F102150.htm So my questions are: The above example shows that the old title tag (www.beautystoponline.com/Andis-Professional-Hair-Clippers-s/102150.htm) has 43 backlinks and the new one (www.beautystoponline.com/Andis-Professiona-Hair-Clippers-s/102150.htm) has 0. Will the links eventually be attributed to the new URL. I understand that the user will still be directed to my website they click the any of the backlinks, but will the link juice pointing the old URL pass through the new one? Would it be better, in the long run, to continue optimizing the link title tags.

Is it better to include the secondary keyword or site name in a title tag?
When I add a site name to my title tag with long-tailed primary and secondary keywords the title tag is longer than 70 characters. I need to include all three parts, so what should I do? At 70 characters the site name is usually partially cut off. I do not want to get penalized by Google, but I need to include the site name to have consistency. I am using the format Primary Keyword-Secondary Keyword | Site name
