Landing pages rank higher thank home page

Ive been tasked to work on several sites from a client that had some shady past seo work done for them. Weak content, tons of useless links all pointing to home page, etc. Ive gone through site and given a total re-write and worked on removing and dissavowing links.
Majority of the sites home page ranked high on first page google. Now the sites are closer to 100 rank than first page, and the odd thing is that home page cant be found but pages like terms and conditions or disclaimer are ranking. These pages have hardly no content compared to home pages, and while they are still ranked 80 to 100 positions back they are ranking while the home page cant be found.
We have tried changing anchor text to "click here", and "for more info" instead of keyword and nothing much changed yet. Competition still has pretty much keyword anchor text and worthless links and they still rank well.
Am I wasting time with rewrites and link dissavows or should I continue and eventually get the sites home page to come back on the radar? We have added social media presence and a blog that we post to regularly and for 6 months of work have hardly seen a dent for improved rankings.
Am I on the right page or spinning my wheels? Any advise is appreciated.

Kurt's answer was pretty dead on (thanks Kurt!).
Just want to add some more detail about the disavow specifically. We've been told by John Muller in some of his Google Hangouts (he works on the webmaster tools team) that the disavow can take up to 6 months to fully take effect. This is because Google has to have crawled all the domains/pages in the disavow file, based upon their own crawl schedule (having nothing to do with when you submit the file). As they crawl the disavowed URLs, they then add a nofollow basically on those links.
Sounds like you're doing the right things! I would also think about being sure to try to get traffic from other places in the meantime, even paid. I have heard John also suggest that you can start testing page quality with PPC traffic. I also believe evidence of other traffic sources, especially social, will help any site recover much more quickly.

It sounds like your on the right path. Make sure the site has good, quality, optimized content. Analyze the link profile and deal with the issues you find. Create new quality content that is remarkable and get it in front of people via social networks, guest blogging, etc.
It's not a quick process, though. It sounds like the site you are working on was in pretty bad shape, dealing with both Panda and Penguin issues, including spammy links and over-optimized anchor text. It's a lot to fix and Google doesn't just bounce you right back to where you were. First, Google wants to see that you are really back on the straight and narrow and aren't going to try any more spammy stuff. Secondly, the rankings the site had before weren't legit. The site had them because of manipulative strategies which are no longer working. Think of it this way...
If I weighed 250 lbs and I wanted to lose weight. If, instead of working out and eating right, I decided to lose weight by adjusting the scale and I adjust it to the point where it says I weigh 200 lbs. The scale may indicate I'm losing weight, but I'm not. It's fake. If someone then comes in and fixes the scale so it can't be adjusted, I shouldn't expect that the scale would still say I'm 200 lbs because that wasn't real. It'll say I way 250 lbs (or may more). In a similar way, if you manipulate the search engines to give certain rankings instead of getting those rankings by creating great content and getting links naturally, then when the search engines change so you can't manipulate them anymore, you shouldn't expect to keep those fake rankings. You'll be back to where you were at the start, possibly worse off if you get penalized.
So, you are on the right path, but you (and your client) need to have the proper expectations. You may have more issues to deal with and you probably need to be creating new, remarkable content so people will share/like/link the content and build the site's authority up...the right way.

Does having our products on Amazon or EBay help with our SEO ranking?
We have an ecommerce web site, which ranks ok , but we are trying to build up our SEO scores. We're looking at links and were wondering if having our products listed on either Amazon or Ebay (or both) will actually help with ranking of our site? We sometimes have products listed on ebay with a reference to the higher price that the item is selling for on our main site. Thank you.

Rankings Drop Penguin 2.0
Hey guys, Suffering a horrible rankings drop after penguin 2.0. We have 4 popular sites and have seen a steady decline in rankings and traffic after 22nd May. I've looked into it a little bit and am wondering if WordPress blog sidebar links might be hurting us. Specifically my brother and I both have sidebar links on our personal blogs which are getting indexed on every page, and I'm wondering if it's distorting our link profiles. Specifically, I read something about links coming from sites which aren't relevant to your niche and overly optimised anchor text. Both sites have very simple single keyword anchor texts on the links. We're pretty white hat in terms of SEO, we've never done that much link building, and when we do, it's usually with worthwhile directories or with sites we have relationships with. Therefore we don't have that many links. Any ideas on how best to investigate this? Thanks.

Too many on page links
Hi i'm new to MOZ, after sacking my SEO consultant due to the penguin update. My site position isn't fantastic right now for my national and local search terms 😞 The first problem i have is tackling too many on page links. I understand it should be 100 or less, unless users would benefit more. Looking at my links i have up to 200 on page links (which i know are not beneficial or user friendly). If i give you an example this page has 208 links: http://www.drivejohnsons.co.uk/blog/page/3 Heres another one with 157 links: http://www.drivejohnsons.co.uk/author/admin/page/2 Here's one that isn't associated with my blog that has 188 links: http://www.drivejohnsons.co.uk/testimonials On average most pages excluding the blog have around 120 links per page and i know thats to do with my Nav Bar - which i will sort out. My question is: Because the majority of these high link pages are associated with my blog, will that affect my site SEO performance? If yes, does anyone have any suggestions as to how i can reduce the total links on each page within my blog? The more i blog, this number is only going to increase 😞 Im using wordpress. Multiple guest posts from one site have any effect on rankings?
I have started guest blogging and have sites asking me for more content. I understand that regular guest blogging is great for building authority as an author and has the potential to get more links through word of mouth and other sites linking to me. The more posts I do the more exposure I get. But if I have say 3 or 4 posts on an external site with each linking to my site (to a different url and with different anchor text) does that have any effect on rankings as all links come from the same domain? As I understand it links from different root domains are what matters. Presumably a site with links from 5 different sites with 10 links on each external domain totalling 50 links wouldn't rank as well as a site with links from 50 different domains (1 per domain)?

Off page SEO
Our off-page SEO efforts include the following minimum on a monthly basis. Can anyone help with the relative merits of these, which are useful, which aren't and whether for instance you would substitute more of one for less of another? Got a warning from Google but rankings still ok.. what to expect?
Yesterday I got THE warning from Google: "Dear site owner or webmaster of http://..., We've detected that some of your site's pages may be using techniques that are outside Google's Webmaster Guidelines. " It seems all my rankings are intact though. Some keywords got higher rankings, other dropped a little bit (-1, -2) but nothing unusual. My question is, since I got this warning, should I expect some sort of penalty soon? I see other webmasters who got their websites de-indexed after getting this warning so I'm quite concerned.

Value of a Wikipedia page
Is there any value in creating a Wikipedia page for a company then placing a link from a Wikipedia article that is focused on a service or type of product that the company offers? I was recently searching for topics related to a companies services on Wikipedia and found some of our competitors had links within the article to their very own Wikipedia pages. Companies Wikipedia page contained a link to the companies website.
