Page Title & Meta Description Getting Cut Off In The SERPs

Hi Guys,
I am trying to figure out why my page titles and meta d tags are getting cut off in Goofle SERPS.
My page titles are 70 characters or under (including spaces) and my meta Dd's are 155 characters or under (including spaces) so I cannot work out why They are getting cut off.
Is there something I have missed?!

I read a couple articles about the issue a while back. Search engines do not actually use a hard number of characters in both the title and the descriptions. They actually use a pixel width. Site name in page title - leave it or remove it?
Hi all, Recently came across some authority blog (quicksprout to be precise) which stated that apart from main page, contact page, about us and some other generic pages, site name should be removed as it might produce duplicate content. example "How to blog | Example Site name" This mostly is the issue with tags and categories pages as it shows on Moz issues. Is that really a problem and site name should be taken off them? Thank you.

each page on my website represents a different department, can I program the header to show a different meta description on each page or should there only be 1 meta description tag per domain?

Meta descriptions for subpages in the SERPs
Hey Mozzers! Something occurred to me the other day was that, while we can write title tags and meta descriptions to be within the character count and therefore appear nice and neatly in the SERPs, when Google et al decide to pull subpages out as further site links, it seems to still pull the normal meta description but with a far lower character count. As this looks untidy and could potentially impact CTR, is there a way I can amend the preferred text for the shortened version, via Webmaster Tools, for example? Thanks in advance for your help! How do I get other pages to show in SERPs
Why is it that when you google a domain like yahoo.com you sometimes get a main SERP and 6 sub SERPs below it. This concerns the 1st position.

Is there a SEO penalty for multi links on same page going to same destination page?
Hi, Just a quick note. I hope you are able to assist. To cut a long story short, on the page below http://www.bookbluemountains.com.au/ -> Features Specials & Packages (middle column) we have 3 links per special going to the same page.

1. The reason we do not follow all 3 links is to reduce too many links which may appear spammy to Google. 2. Counter argument:
The point above has some validity, However, using no follow is basically telling the search engines that the webmaster “does not trust or doesn’t take responsibility” for what is behind the link, something you don’t want to do within your own website. There is no penalty as such for having too many links, the search engines will generally not worry after a certain number.. nothing that would concern this business though. Is it ok to use encoded special characters in meta titles?
I've read blog posts stating that encoding special characters in title tags is both ok and not ok. Any definitive answer out there? Do the extra characters from adding encoding count towards the total number of characters that Google displays in SERPs? Or do they just count as one character?
