Manual action penalty revoked, rankings still low, if we create a new site can we use the old content?

Scenario:
A website that we manage was hit with a manual action penalty for unnatural incoming links (site-wide). The penalty was revoked in early March and we're still not seeing any of our main keywords rank high in Google (we are found on page 10 and beyond). Our traffic metrics from March 2014 (after the penalty was revoked) - July 2014 compared to November 2013 - March 2014 was very similar.Question: Since the website was hit with a manual action penalty for unnatural links, is the content affected as well? If we were to take the current website and move it to a new domain name (without 301 redirecting the old pages), would Google see it as a brand new website?
We think it would be best to use brand new content but the financial costs associated are a large factor in the decision. It would be preferred to reuse the old content but has it already been tarnished?

I would just start creating fresh content on the old site and wait for natural organic links to grow. The traffic will come back over time.

Ranking Issue for New Site
Hi all, I have got a specific SEO challenge. 6 months ago, we started to build an eCommerce site (located in the UK). In order to speed up the site launch, we copied the entire site over from an existing site based in Ireland. Now, the new UK site has been running for 5 months. Google has indexed many pages, which is good, but we can't rank high (position: between 20-30 for most pages). We thought it was because of content duplication in spite of different regions. So we tried to optimize the pages for the UK site to make them more UK-related and avoid content duplication. I've also used schema to tell google it's a UK-based site and set up Google my business and got more local citations. Besides, If you could give me any suggestions, it'd be perfect.

Strange rankings on new website
HI All My website is 10 years old, and has decent rankings. The domain is www.advanced-driving.co.uk I have recently had a major overhaul of the site, before it was very outdated, with lots of duplicated content. My main keywords are "advanced driving course" and "advanced driving courses" both of which I am on page 1. However, since I have been live with new site - (5 days) I am not ranking for some easy win keywords. I have submitted new content thought webmaster tools, and whilst some content is ranking, others are not. The content not ranking is fresh and unique ( have used copyscape on all new pages). For example my homepage is on page 1 for "advanced driving courses london" - around rank 6. So I hand made some content titled advanced driving courses london to provide more of an exact match, outlining our courses in London and the routes we take - http://www.advanced-driving.co.uk/defensive-advanced-driving-courses-london/ However, this page which is unique does not rank at all....I have done this with another website and it worked well, but google is not understanding this at all. Also I am now on page 1 for "advanced driving course" but not for "advanced driving courses" - well I am but the page for the plural keyword is a page not really related - surely Googles semantic search should realise course and courses are the same! I suspect that Google is still getting used to my new website? No errors or anything in Webmaster tools... Can anyone confirm this - or outline if I have done something awful..!! Thanks Rob

Sites in multiple countries using same content question
Hey Moz, I am looking to target international audiences. But I may have duplicate content. For example, I have article 123 on each domain listed below. Will each content rank separately (in US and UK and Canada) because of the domain? The idea is to rank well in several different countries. But should I never have an article duplicated? Should we start from ground up creating articles per country? Some articles may apply to both! I guess this whole duplicate content thing is quite confusing to me. I understand that I can submit to GWT and do geographic location and add rel=alternate tag but will that allow all of them to rank separately? www.example.com www.example.co.uk www.example.ca Please help and thanks so much! If a website trades internationally and simply translates its online content from English to French, German, etc how can we ensure no duplicate content penalisations and still maintain SEO performance in each territory?
Most of the international sites are as below: example.com example.de example.fr But some countries are on unique domains such example123.rsa

Large Site - Complete Site URL Change and How to Preserver Organic Rankings/Traffic
Hello Community, What is your experience with site redesign when it comes to preserving the traffic? If a large enterprise website has to go through a site-wide enhancement (resulting in change of all URLs and partial content), what do you expect from Organic rankings and traffic? I assume we will experience a period that Google needs to "re-orientate" itself with the new site, if so, do you have similar experience and tips on how to minimize the traffic loss? Thanks

My site still out of rank
Hello, I am working on a site for past 3 months, here are the problems with this site, 1. It had a forum full of spam becuase initially captcha was not included, 10000 spam backlinks 2. Affiliate page was also hit by spam about 4000 spam backlinks which were either not existing or porn etc.... 3. Too many internal links which were indexed, these additional links were generated due to tags, ids, filters etc. Existing SEO team decided to remove the forum and after 30 days they blocked it in robots. But within 30 days the site moved from 3rd page to no where. Now after few days lator internal links are also cleaned by putting following in the robots, Dissallow: / *? Dissallow: / *id Dissallow: / *tag Links are now cleaning up, all the spam and bad links are now put into disavow file and sent to google via disavow tool. On daily bases good quality links are been produced such as through content, article submission, profile linking, Bookmarks etc. The site is still not any where on top 50 results. The impressions are decreasing, traffic also do not rise as much. How do you see all this situation. What do you suggest and how long do you think it will take to return to top 10 when good linking is being done and all preventive measures are being taken. I would appreciate any feedback on it. Original Site content was used for submission to article directories
I had a communication problem with my writer and she used original unspun content and posted it to Unique Article Wizard. So all UAW does is take each paragraph and mix them up. So I searched a sentence on my site where the content came from and got back a bunch of returns for that sentence. My site wasn't the first result returned. I"m wondering how bad that is going to be for me. The links from UAW are going back to an anchor layer that then links back to this site. Can anyone tell me if I need to rewrite the content on the original site? That is the only way I can think to make that not an issue. Thanks
