How to link build?

Hello all.
I've been having intense conversations with an experienced SEO, who has told me that the only way to get consistent links to your website, and to build you business through the web is through blogger outreach, and then paying the bloggers to put your appropriate content on their high Page Ranking website.
To me, this may well be right. But it sounds dull as anything.
Any thoughts?

Dull and unnecessary
While outreach is important, something that often gets overlooked is linkable assets - why is someone going to link to your site? I talk a little bit about linkable assets on my own site here, but it is essentially creating content or 'something' that is going to entice others to link to you.
People are more precious of their sites than ever before and don't give links away easily, so it's important to give them that reason.
Get those creative juices flowing and make some noise.

Thanks Max, that's what I thought.
It's such a minefield as to know what approach to take, and what advise to believe. What I want to do is to create great campaigns and content hubs, that are stimulating to the audience. I don't actually want to link build in the manner above - but if that is the thing that works, then hey...

I agree it's dull, and I hate it myself. But it surprisingly works.
As far as I can tell from my experience:
- creating alerts, like google news alert, moz fresh web explorer alerts, etc...
- writing some nice personal email, or personalizable template, to authors of the post discovered...
- offering some quality content for a guest post.
Can get to some decent results.
So far I have not been able to find other ways of doing it.
We tried building some great unique quality content, complex expensive infographics with original analysis, we built some backlinks to that content, did the on-page SEO homework and got to position 1 of SERP, we emailed the exciting news to hundreds of journalists and news agency by email, with zero (repeat zero) natural backlinks.
While the dull, boring, and time expensive mailing to bloggers usually result in 2 out of 10 free guest posts, 3 out of 10 money request to publish the content, and 5 out of 10 ignoring us.

I'm doing SEO for a product review website, and I'm curious what link building opportunities are best for this category. Assume only the following: The website is basically a blog Most of the articles are reviews on cosmetic products, though there are also articles regarding news, product roundups, tips&tricks and similar content The website is in a local, non-english language Disregarding low-value opportunities such as directories, what kind of websites should I aim for outreach purposes? Do you consider it risky to hire outside firms to build links?
Based on what happened to JC Penny do you think there is a significant risk of penalties if you have an outside firm build links for your site? For example they could buy some links and get caught or engage in black hat tactics without our knowledge. Is there anything that can be done to minimize any such risk?

Are you using ArticleBase.com for link building?
I'm digging my way through my competitors' link profiles on OSE and came across one that had been using a site called ArticleBase.com Apparently you can publish articles for free and browse other published articles for usage on your own site (provided you follow their TOS). It actually seems like a nifty idea. I'm wondering if anyone has utilized this site for re-publishing content and building external links. Worth the effort? Thanks!
