Does <hn>placement matter in the code?</hn>

Does it matter if SEO relevant HTML (such as the placement of an H1) is on line 100 versus 2,000?
(Editing to provide more clarity)
My question is not related to where the H1 is visually on the page (above the fold or below, etc.) its purely a question as to does the line number in the rendered HTML file impact the power of the H1 on the page. As someone with a lot of SEO experience myself, I don't think when a bot is reading the page HTML it cares where the H1 is - just that it exists (and might have a weight above/below fold). -
I understand the theory but I disagree. When you use your H tags properly it doesn't necessarily make a difference where they are located. H1 tags are usually the title, so it is better to have them higher on the page, however it doesn't negatively effect you if they are closer to the bottom of the page. My h2 and h3 tags are actually above my h1 tags and I have not seen any negative effects from this. The important part of these tags is the keyword use and whether or not they are used in order of importance, h1 most relevant to page, h2 is like a subtitle and so on.

Hi, Yes! For example H1, should be placed on top of the page if possible, or at least as high as possible and only used once, gives the best value of the H1.
You can see H1 as a chapter of a book. You place a chapter on top and not at the end.

Form Only Pages Considered No Content/Duplicate Pages
We have a lot of WordPress sites with pages that contain only a form. The header, sidebar and footer content is the same as what's one other pages throughout the site. Each form page has a unique page title, meta description, form title and questions but the form title, description and questions add up to probably less than 100 words. Are these form pages negatively affecting the rankings of our landing pages or being viewed as duplicate or no content pages?

On page link question, creating an additional 'county' layer between states and zips/cities
Question We have a large site that has a page for all 50 states. Each of these pages has unique content, but following the content has a MASSIVE amount of links for each zip AND city in that state. I am also in the process of creating unique content for each of these cities and zips HOWEVER, I was wondering would it make sense to create an additional 'county' layer between the states and the zips/cities. Would the additional 'depth' of the links bring down the overall rank of the long tail city and zip pages, or would the fact that the counties would knock the on page link count down from a thousand or so, to a management 50-100 substantially improve the overall quality and ranking of the site? To illustrate, currently I have State -> city and zip pages (1200+ links on each state page) what i want to do is do state -> county (5-300 counties on each state page) -> city + zip (maybe 50-100 links on each county page). What do you guys think? Am I incurring some kind of automatic penalty for having 1000+ links on a page?

2 Duplicate pages. One Showing "/"
In SEOMoz report I have 2 pages showing that are identical in name/URL apart from the fact that one ends with the / symbol and one doesnt'. They are both showing as having too many on-page links. But one shows 106 links and the other shows 106. In clients' admin section I can only find evidence of the page without the /. I wonder if anyone could advise how best to move forward? Colin
