Best way to regular check backlinks & identify low quality and spammy links?

Previously my site was under manual penalty and then 80% of the links i removed and my penalty lifted. ( I am talking about 1 year before)
Now i have few queries -
- What is the best way to regular check backlinks?
- what to do if a spammy link appears
- What to do about directories that link to us
- What to do with old links that are not good quality
- Now I have to check number of links and quality of links of website so which is the best method check?

1) What is the best way to regular check backlinks?
Depends on your "style" you can use the following tools -
- Majestic SEO
- Ahref
- Open site explorer
- Google Webmaster tools
- All of the above
2) what to do if a spammy link appears
Firstly ensure it is "spammy" sometimes links are seen to be spammy when they are not (it might just be a customer with a blog who really wants to say how great your brand it but they can't create a great looking website)
if you are sure they are spammy though you can either drop the webmaster an email and ask them to either remove the link or change it to a no-follow link or you can disavow the link, you can also do both (which i recommend). Remember No-follow link - no worries.
3) What to do about directories that link to us
Directories are not all bad, if they are in your niche and are helping really users find you then they are fine but if you are not sure try the above advice (point 2)
4) What to do with old links that are not good quality
Remember a website is diverse it is meant to have low and high quality links and everything in between. If a website only has high quality it can look suspicious so unless they are spam so long as they are in the right niche and on point with your site they are fine.
5) Now I have to check number of links and quality of links of website so which is the best method check?
See point 1. I would also recommend things like the Moz tool bar for a "at a glance" look of things. Look into Moz Page & domain authority or Majestic trust and citation flow etc. each brand has their own version which can help you judge a websites authority.

There are a few tactics with not just only disavow angle, but also reaching out to the webmaster and using a few tactics I have come up with to get them into removing it.
- What to do about directories that link to us
Same thing, reaching out to webmaster and using some tactics. ( If you want, reach out to me personally and I can share a few, but they took me years to perfect )
- What to do with old links that are not good quality
If they are not spammy and are just low quality, I would recommend just keeping them.

Spammy links redirecting to homepage of site -
Hey guys, I'm auditing a website at the moment and Moz is showing a few spammy links linking to it. The problem is these domains are all 301 redirecting to the domain I'm auditing. Let's say I'm auditing Site A. Site B is been flagged in Moz OSE with 12 spam flags. When I try to open Site B in a browser, it redirects back to Site A. What's the best thing to do, here? Disavowing domains redirecting to the site is surely a bad idea? Cheers.

Spammy no follow backlinks - what should I do?
There is a individual/company that is creating lots of spam sites in my niche. It doesn't seem that they are trying to rank for any keywords, so I'm a little confused as to their purpose, but here's what they're doing. They scrape the top 10 Google results for each keyword and create a page - so if the niche is "widgets", they scrape the top 10 ranked sites for 'widgets', 'blue widgets', 'red widgets', and so on. A 'results' page is created for each keyword, which is linked from a home page. The results page always contains 10 websites - text is the site metadescription or similar. Each website gets a nofollow link back with the page title used as the anchor text. The host sites all have the keyword in the domain name - e.g www.widgetsxyz.com. The sites are thrown together but interestingly have a very crappy but individual logo (like 90's clipart). The host sites all have high DA/PA due to some very extensive link spam pointing to the sites, with very targeted keywords. There is seemingly no purpose to these sites that I can see - no other 'followed' links on the page or site. Whoever is doing this is churning out tens, if not hundreds of these sites. Any ideas what might be going on here, and whether I should be disavowing these sites (even though no follow). The fear is that they could switch the links to do follow, and get all the major players penalised in one fell swoop. ???

Links from sites with iffy link profiles?
So the site http://www.cadenas.de/ appears to have good decent scores from the various Moz ranks, but when I check out the site in OSE there are a lot of really sketchy links that jump out, online pharmacy/drug type links. I should also add that the negative links are seemingly going to a weird blog deep in the site and only appear when I select all links to the root domain in OSE. Everything about the site appears very legitimate except for the link profile which has me nervous. Would you guys pursue a link from this site?

The best way to engage with bloggers these days?
What's the most effective/least risky ways to engage with bloggers these days in order to build links, gain exposure and refer traffic? I'm in a competitive niche (weddings), and there's no shortage of high quality and unique content being offered to bloggers. Currently, I do a mix of sponsorship, product giveaways, promotions etc. But, also have some ideas in the pipeline, such as collaborating with other vendors on styled shoots, etc. The latter is very time-consuming and, again, is something that has been done LOADS. So, needs to be very unique to stand out. Want to avoid things like guest blogs and riskier tactics. For obvious reasons. Any fairly easy-to-do ideas that I've missed before I explore the more complex ones??

What Should You Do About Low-Quality Press Release Syndication Sites Linking to You?
Suppose a company did a press release and linked to you in it. The press release was republished on some high quality sites but also over 50 low quality press release syndication sites from all over the world. Suppose that they used a money keyword anchor text to link to you. Would this be harmful to your site? What action would you take? Should we disavow these 50 links?

Value of Inbound Links to Pages With a lot of Outbound Links
Suppose you have a resource page of the Top 50 Awesome Sites in your niche. Since there are about 50 outbound links, then I would think there will be less Page Rank being passed to internal pages from internal links on the resource page. Since you are getting less PR passed to internal pages, are there other ways the inbound links can be beneficial, such as increasing the diversity of links of your domain? Sites like SEO Optimise seem to create a lot of Top 30 Resources lists and I have read that they think it is a strong tactic.
