If you site only has only incoming links, and no outgoing links - it's like a dead end street (or and end-node) and would be a bit in contradiction of what the www is (was) all about. It would also seem that you are convinced that your site has all the possible answers / solutions for a certain topic and that you are convinced that no other site could be of interest for your visitors.
No hard facts or figures to support this theory, just my gut feeling. If you have a number of good external references that have added value content for your visitors I would certainly link to them.

In short, you should be looking to link out to external, authority resources if you think it would be beneficial for the user. Make that your main focus when doing so.
Having said that, let's look at the SEO theory behind this. Some SEO's argue that linking out to authority websites from your content can help your own SEO. The theory they site is that if you link to authority articles/websites within your industry from your own content/website, then your own website will be associated with that industry and subsequent authority. This is the lexical co-occurrence theory. The genius that is Bill Slawski goes over this topic in great depth here.
So is it really a case of linking to authority sites to be associated with them? To be honest, I doubt it. I don't think that part of the algorithm could be gamed so easily. Is it likely to have a negative effect on your SEO. Again, I'd say that's very unlikely.
If you subscribe to that theory, I don't think you'd have anything to lose - although you are sending a potential lead away from your website (plus diluting your link equity of the page a bit with an external link). There certainly is not enough evidence or case studies to support the claim, but that doesn't necessarily mean that it wouldn't work. In my own personal opinion, however, I don't think this will have any sort of noticeable impact on your SEO.

Does the follow link from the moz Profile really count after first with nofollow?
Hey all, I discovered that the link from the public profile might not count. To my knowledge Google "counts" the first link to another page on any given page. The public profile has a nofollow link before your follow link:

E-commerce On Page Concern - Links and Anchor Text
Hi, how you doing? I have a set of very specific questions or concerns about anchor text and linking on an e-commerce category page. I was wondering if you could give your opinions and counsel. I own an e-commerce store about steel construction products. I have several category and product pages. One example of my categories is this. URL http://aceromart.com/Losacero-25-Ternium.aspx My concerns or questions: I have several technical specs or sheets. Which i include the link on the right part in "Informacion Adicional". How should i link those? I am bit worried on the anchor text. Should i use something like [download "product" technical sheet] or just [technical sheet of product] . I dont want to cannibalize, but i also want to appear as descriptive as possible. what would you recommend? The same thing happens on my videos. How should i link my videos? Are Back Links King
We have worked as closely as possible to the guidelines and advice on this forum, if we compare our on page Analsis with other companies in the same field as ours we have a far better site as far as SEO is concerned, our DA authority is higher and most of our page authority is higher but we just cannot seem to get up to their level in the search engines, one site that is in competiton with us do not use Facebook and also they do not use Twitter very much, I looked at some of their backlinks and their top one which was a blog had not been updated since 2011, over the years we have amassed far more what I would call worthless links as this was the done thing then, how can I get on the right track, are there any companies who could assess our site for a reasonable cost to point us in the right direction, we are doing our own blog, Facebook, Twitter, Onlywire?

Too many links on page has a state directory how do i lessen this?
I dont mean how do i take away links on the page but i know right off i am going to have at least 50 right off the bat and with my footer and menu bar and such im up over the limit of 100. Image alt attribute vs. plain text in link?
I'm building a product category browsing page for a high-falutin' jewelry retailer where we display only product photos linking to individual product pages, without any text in the links. From an SEO and link-juice-passing perspective, is it most effective to embed the product titles as the alt attribute in each image, or to leave alt="" and use text substitutions (i.e. an inner which is css'd to display: none) within the <a>to help search engines accept my product titles as the link text with the most credibility?</a>
