On seo elite brad callen made the statement that only 2% of a websites ranking is based on on page optimisation now i know this statement might not be right but does off page optimisation matter a great deal more than on page.

The internet is full of misleading SEO information. To anyone just starting out in SEO I suggest focusing on SEOmoz as your primary source of SEO information initially. Include Matt Cutt's blog and videos as well. This will shield you from most of the endless swamp of bad SEO advice.
There are other great sites out there. Alan shares his wisdom at http://searchmarketingwisdom.com/ and I would sincerely recommend adding that site to your list of "trusted" sources of SEO information. Keep in mind this plan is not fool proof. Even experts make mistakes, and many great sites are open to anyone sharing their thoughts.
I apologize if this seems like a rant it's just the original question ruffles my feathers. When I began to learn SEO I proceeded upon the "expert" advice I found and later had to unlearn my SEO "facts". I hope others do not have to travel down that road.

Let's add a little clarity now. On his "SEO Elite" site, he claims he's #1 organically for SEO Software. He's nowhere near that when I do a search for that phrase.
And let's look at that single page site. It's a classic example "get rich quick by this magic bullet" single page site with a ton of "proof" that you should by the product. yes, he's got some top positions in google. No he has not made millions. Ask him to show you the bank statements. He uses methods that are just as likely to get you penalized as not.

And while EGOL is correct taht in high-competition you enter a battle of backlinks, in my experience, having a high quality, content rich site that then has quality backlinks wins out much more often than not. And it takes a LOT of quality content.
While some industries have the ability to be manipulated by unnatural backlink profiles, sites that suffer on-site were a prime target of Google's Panda updates. Myopic SEO.

Brad Callen is touted as a "guru" across a number of "questionable" sites around the web. the claim you're referencing is one of the ways he hypes his product to unsuspecting people looking for magic bullet methods to riches online.

In low competition, on-page optimization is very important. However, when the competition gets really tough you enter a "battle of backlinks".
I don't know where that 2% number comes from or what it really means... he might be tossing out a low number just to make a point.

Google rendering mobile to the right
So the website is displaying correctly in mobile devices and online tools. However, when using Google Page Speed Insights mobile or fetch as mobile in Search Console the page always loads as if it has moved 50% of the screen to the right - so whitespace on the left then 50% of the page in on the right side. I've been ignoring this. The site loads fine in devices and i've put it down to a glitch in Google, but at the same time it's been bugging me. Has anyone else seen this and should I ignore?

Is my plan the right plan? - What do you suggest/do?
When trying to rank a page high for a certain keyword, I usually go by the following plan. 1. Focus on on-Page SEO. Title tags, webpage URL, unique quality content. In other words, make the page the best you can for the user using the keyword you want to rank for. 2. Promote the page via social media. 3. Try to link build to the page. Contact high-quality sites and have them try to link to your page. I was wondering if I am missing any steps, or do you use other methods when trying to rank for a certain keyword?

When you think you are doing it right but the results are quite the opposite.
I have a website that just doesn't rank well against what at first glance appears to be a lower quality competitor site. So far - I, and "no one" else can work out why they sit above me in search. I have to concede and respect that they must be doing something right, but what? I just can't get to the bottom of it, and I've been trying for two years!.... Sometimes we can't see the wood for the trees and right now that seems to be me. I genuinely just want to know what I'm missing. I want to place reviews from a review site also on my client's website, what's the right way to do that?
My client is doing a good job fitting rooftops out with solar panels. his customers are happy and ready to show this in online reviews. He has a partnership with a review site that gives him new leads, but I just don't want him to lose this valuable reviews just to this one review site.. Here's what i came up with and I love to hear your opinion on this;

I'll copy the content of the solarpanel review site, place it on my client's website in hreview. the contents canonical will be rightfully set to the review site, this way I want to avoid the duplicate content thing, but get the hard earned yellow stars in my client's SERPs. and show the visitors of my clien't s site what a great job he is doing, on his own website.. Google Doesn't Display A Right Page Title
For some reason Google Displays a wrong page title of some of my pages. E.g. page http://www.imoney.my/home-loan The title in the search reach results says "Home Loan - iMoney", but the one I've set up is <title></span><span class="webkit-html-tag">Housing Loan: Compare Mortgages of All Malaysian Banks @iMoney.my</span><span class="webkit-html-tag"></title> Even when I preview it on the preview tool, it shows the full title, but when I google - again the short one. Does anyone know what the reason for that is?

In other words if I changed from TItleA to TitleB but search results and cache still show TitleA then any SERP drops or increases would still be entirely based on titleA right? Thanks.

Findhing the right pop ups
I am trying to find a pop up software which will allow me to use: -different sizes -different pop ups on different pages -sync with mailchimp and/or google docs (via api) I am tried popup domination, besides their horrific support (or lack their-of) , they dont have the features i need. When doing a search for pop-up companies, all i see are hokey spammy looking sites. Does anyone have any experience with a quality and robust company with good support?
