New Adwords Account To Replace Old Low Account Quality Score

I'm dealing with an old adwords account that has been managed by a wide variety of people over many years.
From what I can tell, the account has always struggled with low kw quality scores. In addition to other quality score improvements (SKAGs, better landing pages, more ad testing for CTR), what do you think of throwing in the towel on this account and starting a new adwords account... importing the better part of the old account?
Any hidden pitfalls I should be aware of and precautions to take or is it all opportunity to start fresh?

Yes I agreed on that . You should start afresh campaign and pause old campaign.

Thanks for the response. To answer your question, some quality scores for KWs that produce cost-effective conversions are as low as 1 to 3!
Yes, but if you look at CTR for the first 4.75 years of some of these 5 year old campaigns, it is greatly improved... previously less than 1% and now about 3%. In the case of new campaigns or a new account, yes, the KWs will start with a 6, but it won't have that anchor of longstanding bad CTR affecting account quality (in the case of a new account).
I just think it would make alot of sense to start fresh with first new campaigns and if that doesn't do it, a new account.

First of all if you are going to keep everything same like keywords, landing page, ads I don't think QS will improve in new campaign( no need to create new adwords account but yes yo can pause/delet old campaign and create new campaign).
What is current qs range in your campaign.
You should also use more restrictive keyword match type and you have to keep eye on 'search terms'.
*IMO creating new account will not help because qs will start from 6 in new campaign and after 1000 impression your real qs will start showing

My first thought was that starting over goes against AdWords policy, but in trying to verify that I can't find anything on google.com indicating that this is the policy. This article does say it is against policy, http://www.ppchero.com/ultimate-guide-to-adwords-quality-score/, but I can't find any other reference to this policy on Google or otherwise.

Given that current site performance is weighted more heavily that past performance, if you've already got the account performing well, you might want to keep it and just clean things up by deleting the old messy campaigns. But if you still have a mess and poor performance, starting over may be warranted.

Reasonable Cost for Adwords PPC Set Up?
What is a reasonable cost to set up Adwords Campaign? This would include keyword research, set up of Adwords, set up re-marketing banners, creative and coding landing pages using Instapage. Lets say there are 3 ad groups and two landing pages per add group. Assuming the vendor is highly experienced and located in the United States, what is a fair price? $700, $1,000, $1,500? How about for the monthly management of the campaign? Let's assume advertising budget is $3,000. Is $500 per month reasonable, $800, $1,000? Why Google Analytics is still showing data for edited/old "Goals"?
For example, I edited "Goal #1" (goal type=event) with new values/event conditions last Nov. 20, 2014. Why Google Analytics is showing numbers from Nov 1-19 for Goal #1? Does Google Analytics show old data?TIA!

Any PPC Companies out there who can work with small accounts
I have a story , 18 months ago we had our own PPC adwords account, we had been running at £3.20 CPA for quite some time and we were very happy. Sometimes CPA would go up , sometimes down, but not my very much. One unfortunate day google rang, and told us , that our CPA should ne £2.50 and that we needed expert advice that they couldn't actually give us, we needed an expert. To cut a long story short and after 5 very expert companies have messed with our account, we had varying results. One company left us with 2 leads per day at £10 a lead !!!! , one did better than that and setup a £3k adwords account using their expert advice, blew it all and said "times are tough" sorry !!! The last company was actually the best, great guy , but I think we are two small for him, we have varying results, one day we get 30 leads, the next we get 10 , one day its £3.50 CPA , next its £7.00 . But on the whole very happy with his initial work We just want a company that doesn't Lie to us , tells us straight , and can use their expertise to get us a CPA of £3.50 and help us get upto 50 leads a day, if not more. Tracking Adwords Conversions for eCommerce ROI
I'm working with a rather large eCommerce customer who needs to be able to track their Adwords conversions for the purpose of determining the ROI of their Adwords campaigns. I've installed code from Google Adwords Conversions on their eCommerce page, but it doesn't seem to be calculating values correctly. Also, where would setting goals in Analytics come in to play if I'm trying to track the conversions of specific Adwords conversions?

Is it better to get a new site instead of maintaining a category? I'm stuck.
If you had a website "Food for Dogs" and: Food for German shepherds was improving in search traffic & conversions Snack Food for German shepherds had no change and never resulted in conversions but resulted in many leads for #1 Food for Poodles was unchanged but improving conversions Here's the kicker... Food Container for Dogs was super high traffic but with no conversions or any activity to other categories Would you redirect "food container for dogs" to a different site and delete that tab from the original site completely? It's still related but does not offer any $ value or leads to any of the other categories. Just note that we have a different interest in this category that will support the other categories at one time, but not any time soon. We also have a major group on LinkedIN that's grown to thousands of members for the "food container for dogs" category. On top of it all, the "food container for dogs" has been increasing in rank on Google for several keyphrases to positions 2-5 (nationally) Other important question: Would keeping "food container for dogs" influence the ranking of the other keywords? (by dilution of the site's PR or any other reason?)
