Content Duplication Issue On Content Publishing Site

I am running Free Article Posting site but I discover people are posting their content which already has been published on different sites before. What should i need to do in order to save my site from Google penalty.3

The thing with running a article based site it is not wise to use articles which are already indexed on other sites, this will cause the pages not to be indexed on your site and you will receive no organic traffic.
To prevent something like this you would need to use the Copyscape API on your site and pre check all content which is added to the site prior going live - http://www.copyscape.com/api-guide.php
The API calls are not cheap though this is a viable option for checking large amounts of content on a daily basis.

The opportunities for free article posting sites is increasingly limited - the only ones I've seen getting a decent amount of traction have been using alternatives to SEO to gain traffic (e.g. paid social, email etc), and have also targeted a particular niche.
For an SEO perspective, you're basically going to be on a losing streak, as the only people likely to use a free article posting site other than something massive like Medium will be those looking to share existing/spun articles to game their SEO.

You won't get penalized for publishing the same content that has been published elsewhere, but the page with that content will probably not be indexed. Nothing to worry about but you won't be getting any organic traffic to those duplicate articles.

How important is exact keyword match in content for SEO in 2018?
Is it necessary to have the exact keyword which you are trying to rank for within the first sentence of the content on your web page? For example if we are selling men's shoes, is it ok to have have the meta title and h1 on page say men's shoes and just talk about shoes within the first sentence of the content on the page. Is it obvious to search engines that this page is selling men's shoes even if you don't have the word men's shoes in that first sentence or is it necessary to have the exact keywords which you are trying to rank for written there?

Evergreen content: Dedicated section or blog posts?
As part of our content strategy we are creating an ongoing series of articles to help both our potential buyers and our users learn about our product and improve their knowledge of industry best practices in general. Internally, we've had some debate as to where we should host this content within our site. We've identified two approaches: Series of blog posts Dedicated knowledge section of the website If we go with the first approach, we would created a dedicated section that indexed all the blog posts. If we went with the second, we'd create blog posts for each of the articles announcing their addition. Is there any difference, SEO wise with the two approaches? What would you recommend? Is it advisable to have unique pages for different cities/states though there wouldnt be any actual differentiation in the content. For example should we have separate pages for "hammers in california" & "hammers in new york". The product is same and content more or less the same. The search volume for individual queries is low but collectively makes a large number. The unique title tag automatically will generate traffic. So does it make sense to make 50 such pages. Else is there any way to uniquely target 50 such queries/month/city
