Buying links - where is the line drawn?

I apologise in advance if this has been discussed before, but I'm a bit confused by this whole buying links/outreach scenario.
Example..
High ranking PR site (PR 85) has people advertising they can get you links from that site in exchange for money.
You would give them an article and it would look natural and a link - branded or keyword - links back to you.This is not new to people here who know of this. Obviously there is a difference between a link farm (crap site just selling links) and one of these highly recognised sites where you can obtain a link from.
I'm sure a goody 2 shoes will now tell me 'i should do everything natural not be tempted', but I actually dont know where the line is drawn between the same site giving a natural link to me and someone selling a link from the same site.
Google isnt going to downgrade the site I'm sure but how do they combat this or even do they combat it?
Do we have to accept that buying links is still a normal process and if done in moderation and discretely, you can get away with it?

ok, I accept the points raised above and understand where you are coming from.
The difficulty I am having is that I want to outsrouce link building/content reach (and yes, in white hat manner), but everyone I speak to seems to have a 'network' of sites they can build links from which really worries me as I'm sure google will spot a pattern.
How do I outsource without having this issue?

If you want to try this stuff, try it with your own website. This isn't anything to try with a client's or an employer's site, especially one that has a warehouse with $10,000,000 in Christmas inventory, eight employees and a $15,000/month lease.

Gotta agree with Logan, just don't do it! Even if it's tempting. There's tons of great ways to build back links, you shouldn't need to resort to buying them. Sure there's tons of sites that still offer paid links and never get dinged by Google, but as we have seen over the years Google is always watching and penalties can be incredibly harmful. Currently, I've been working on a travel site and have ran into the issue of 75% of blogs expecting payment for links. We have changed our approach to the link building process and have managed to see some success. Be creative, you'll still be able to build links organically.

I cannot believe I'm answering this question in 2016. Do. Not. Buy. Links. Ever.
The idea of buying links goes against everything Google wants their search results to be. If good ranking is simply a matter of spending money, than any hack out there with deep enough pockets can get their garbage site to rank for anything.

Just want to know how long will Google take to Disavow a link? I uploaded my file on 18 Dec 2020 and today is 5th January 2021 and still, that link is appearing in my Search Console in Top linking domains. Should I disavow links to a dead sub domain?
I'm analyzing a client's website today and I found that they have over 300 spammy sites linking to a subdomain of their main site. So for example, say their site is clientsite.com, well they have hundreds of links pointing to deadsite.clientsite.com. That subdomain was used at one time as a staging site, and is no longer active. Are those hundreds of spammy sites hurting or potentially hurting my client's SEO? Or is it a non-issue because the links point to a dead subdomain? We believe that that staging sub domain site was hacked at one time, and thats where all those spammy links came from. Should I disavow them?

Is this negative SEO? Should I disavow these links?
We have been doing our own internal link building for the last year and getting nice backlinks. As of the last few days, ahrefs is showing a lot of new links that seem very spammy. We have not hired anyone to do link building for us, and these are all being created on these sites under the same user name. There is a good amount of them popping up, and I fear we will be subjected to a google pentalty for unnatural links if its not addressed. My first question is, am I correct thinking this is negative seo, and not some random sites that picked up our content and is going across their affiliate websites? If so, then should I preemptively disavow all these links? Are there any good ways to stop this? How can I track who is placing these garbage links? Here are some examples of these bad links. I know I can find the webmaster via a whois but I think that really wont get me anywhere, but I could be wrong. Competitor link profile shocking - yet still out ranking!

I have been doing some background seo checking on a competitor in my small "insurance niche" to try and see why they have recently shot up the listings and are now consistently out ranking us.
We have quality content on our site and have always taken an approach of trying to be whiter than white when it comes to developing out SEO plans. The site in question has recently moved ahead of us (along with some aggregators e.g. confused.com) possibly due to shifting patterns from possible algorithm changes favouring brand or could it be a case that Google has dropped a ball when it comes to checking back links as the competitors site is 99% linked to link farms, link submission sites, directories and lots of other spammy/poor quality sites. We do not feel they are doing anything from a content stand to justify their sudden propulsion up the ranks. I am reluctant to pursue dodgy tactics to help get out site back in position as I feel it could then contribute and hurt us down the line. Does anyone know how I can combat against their poor QUANTITY over QUALITY banklink profile that is surely helping them at the minute? Is Link Building Dead?
I know there are various posts about this but none of them are up to date. I am so reluctant to do any linking now as I was hurt by google algorithms (without even knowing I was doing anything bad back in April 2012). I am just overwhelmed with all the seo info out there - I have written articles, blog on my site, lots of facebook postings but I don't seem to reach people I now have someone who wants to help me get a new linking structure to get my ranking back but the whole idea scares me. Retail Site and Internal Linking Best Practices
I am in the process of recreating my company's website and, in addition to the normal retail pages, we are adding a "learn" section with user manuals, reviews, manufacturer info, etc. etc. It's going to be a lot of content and there will be linking to these "learn" pages from both products and other "learn" pages. I read on a SEOmoz blog post that too much internal linking with optimized anchor text can trigger down-rankings from Google as a penalty. Well, we're talking about having 6-8 links to "learn" pages from product pages and interlinking many times within the "learn" pages like Wikipedia does. And I figured they would all have optimized text because I think that is usually best for the end user (I personally like to know that I am clicking on "A Review of the Samsung XRK1234" rather than just "A Review of Televisions"). What is best practice for this? Is there a suggested limit to the number of links or how many of them should have optimized text for a retail site with thousands of products? Any help is greatly appreciated!

Reviewing a competitors links
Using Open Site Explorer I was reviewing a sites links. This site happens to appear at position 2 in Google for a key-term that I am targeting for one of my sites. Most, if not all of the links appear to be coming from some very questionable sources that have absolutely nothing to do with their sites content or business. Some of the page titles are : Free Music - Free Music Tampa Bay Florida Fishing Guide Free BDSM and Bondage Sex, BDSM XXX, Fetish Por... LAX Car Rental Reciprical Links Page - Add Your Link Casino More Links Is this practice going to end up hurting their site and catch up to them at some point? From what I have read, these are not the type of links that you want to be going after.
