Negative seo by Shady SEO Firm?

Recently a former client of man called me up and said that his rankings for his Auto Repair Shop in Tacoma WA had dropped and he had his worst November in sales since they hired this new SEO firm to rebuild their website and provide SEO. Of course the first thing I did was check his back links and sure enough there are 22 links from Yellowbook.com all pointed to different cities
I checked the SEO firms website and they and they had 4 links from YellowBook. The problem was the links from YellowBook were all optimized from different cities. I am pretty sure Google penalized my client for the unnatural back-links to YellowCrook.com. Does the community agree that these links caused the penalty? After further looking at his search results I noticed that his keyword that he was number 1 for the last 3 years. Tacoma Auto Care was still showing high up in the organic results. Number 4 behind 2 yelp results and one other company. But he was still number 10 to 15 in the 3-pack results for the same keyword. This leads me to conclude that the Yellowpage links destroyed his NAP with all the different cities they added. See picture attached
Also when you use the same search terms in BING there is NO LOCAL Penalty.

Thanks for the response. The company Philsautocareinc.com has had stead rankings for 3 years. They hired this new company www.effectivewebsolutions.biz to do their website site in April of 2016. They took 3 months to build the website and then started SEO work around July August 2016. The reason I focused on the Yellowpage links is because www.effectivewebsolutions.biz has the exact same links pointing to there site. So i know they are the ones who did it. Since this business physical address is in Tacoma wouldn't googles algorithms still see the different cities in the Yellowbook links as spam? Just saying.

Agree with Marcel, in essence he recommends a deeper dive. I recommend collate links, from majestic, moz, ahrefs and WMT's. Then you have to go through them each manually.
I tend to focus on exact matching anchor text, and non branded anchors. That is where you usually find the culprits. Also when identified disavow from the root.
Focusing on bad links though is not enough.
I would also be tracking any other site changes, did the new seo company change any title tags, h1's etc. Is the page speed still under 2 seconds... you should be able to do deep dive off WMT's as it all seems within 90 days... pin point some dates of drops... look at the words specifically that have dropped. Get granular. WMT's should really help at this stage, so I would do a deep dive there, capture as much data as you can as it is slipping away.

Possibilities of Negative Co-Citation and/or Co-Occurrence?
Knowing how co-citation and co-occurrence function, or how we speculate that they function, it seems there could be several ways that competitors could associate negative words and phrases with sites they compete with. This could also be disastrous for reputation management. Someone could associate negative terms about a person or business without linking to them and it could do harm. Does this make sense? Is this possible or are there safe-checks in place?

Yet another Negative SEO attack question.
I need help reconciling two points of view on spammy links. On one hand, Google seems to say, "Don't build spammy links to your website - it will hurt your ranking." Of course, we've seen the consequences of this from the Penguin update, of those who built bad links got whacked. From the Penguin update, there was then lots of speculation of Negative SEO attacks. From this, Google is saying, "We're smart enough to detect a negative SEO attack.", i.e: http://youtu.be/HWJUU-g5U_I So, its seems like Google is saying, "Build spammy links to your website in an attempt to game rank, and you'll be penalized; build spammy links to a competitors website, and we'll detect it and not let it hurt them." Well, to me, it doesn't seem like Google can have it both ways, can they? Really, I don't understand why Competitor A doesn't just go to Fiverr and buy a boatload of crappy exact match anchor links to Competitor B in an attempt to hurt Competitor B. Sure, Competitor B can disavow those links, but that still takes time and effort. Furthermore, the analysis needed for an unsophisticated webmaster could be daunting. Your thoughts here? Can Google have their cake and eat it too?

SEO best practice: Use tags for SEO purpose? To add or not to add to Sitemap?
Hi Moz community, New to the Moz community and hopefully first post/comment of many to come. I am somewhat new to the industry and have a question that I would like to ask and get your opinions on. It is most likely something that is a very simple answer, but here goes: I have a website that is for a local moving company (so small amounts of traffic and very few pages) that was built on Wordpress... I was told when I first started that I should create tags for some of the cities serviced in the area. I did so and tagged the first blog post to each tag. Turned out to be about 12-15 tags, which in turn created 12-15 additional pages. These tags are listed in the footer area of each page. There are less than 20 pages in the website excluding the tags. Now, I know that each of these pages are showing as duplicate content. To me, this just does not seem like best practices to me. For someone quite new to the industry, what would you suggest I do in order to best deal with this situation. Should I even keep the tags? Should I keep and not index? Should I add/remove from site map? Thanks in advance for any help and I look forward to being a long time member of SEOMoz.

Is our sub-domain messing up our seo for our root?
We have a website (mysite.com) that we control and a subdomain (affiliate.mysite.com) that is 3rd-Party Content completely out of our control. I've found that nearly all or our Crawl Errors are coming from this subdomain. Same deal with 95% of our warnings: they all come from the subdomain. The two website are very much interlinked, as the subdomain serves up the header and footer of the root domain through iFrames and the 3rd-party content in the middle-section. On the root domain there are countless links pointing at this 3rd-party subdomain. How do these errors affect the root domain, and how do you propose we address the issue?

Huge diifference linking root domains in SEO MOZ and opensite explorer
Hi there, I have fairly large site that has never really been optimised. I think an old forum i hosted has either been spammed or my webmaster at the time used some black hat techniques to get me more root linking domains. I am a newbie and would really appreciate if someone could just quickly look at my donain and confirm that this is a problem and something i should fix before i start my SEO campaign. I am also worried this will negatively effect my domain authority. I dont really want to broadcast my domain so if anyoone would be so kind to confirm the problem so i cant start to research the answer. Thanks v much
