Negative SEO with Google Images

We have a client in the heavy equipment industry that is trying to "push down" images in a Google image search that are associated with an accident over ten years ago. This client has launched a new website, and we have applied the best practices of on-page SEO (page titles, unique meta-descriptions, alt-image tags, focused keyword targeting, etc.).
The challenge we have is with Google Image results. It seems the image results shown in the Google Image search rankings are often not inline with how images have been labeled in the alt-tag section. I have checked these images with the Moz Chrome extension, and I have often found the way the image is labeled in the alt-tag is not related to the search query made within the Google image search bar. I certainly may not be factoring in other weighted items when it comes to how images are ranked. Are there other ranking factors associated with Google Image results outside of the Alt-Image Tag? If so, what are those factors?
Our ultimate goal is to provide a strategy that would allow us to tag images within this specific sector that are relevant to this specific heavy equipment product, and at the same time, "push down" the rankings of the images that have a negative association to them. We certainly want to take the right approach here, and want to earn these rankings. However, the way Google ranks images seems to be a mystery of sorts.
Is there a specific strategy relevant to Google Image rankings that would fall inline with the challenge listed above? I appreciate any advice on this topic.

Howdy.
The strategy is the same as Reputation Management. See where the ranked images are coming from (your website, other websites, social media etc), see the topics of those pages, and see the anchor text cloud for those pages.
Basically, besides the alt tag, it's topical and semantic correlation of the page, which is tied to the images as well. As far as I understand, if page ranks for the query, images on that page will rank as well (or at least will have a high chance).
Then start building links with proper anchor texts to other pages and websites, which you want it to rank for that query

Google + Business Listing created with lost gmail account
Hi I wondered whether anyone can give me some guidance on how best to tackle this issue. A client of mine has claimed their spot on google Maps and has created a very basic local page on google + but now has forgotten their password for the gmail account. A colleague of mine has tried unsuccessfully to retrieve the password and to claim the listing. Question I have is - would you suggest creating a new gmail account for the client and a completely Google + local and claim the duplicate? I am so wary of local at the moment as the guidelines seem to be constantly shifting. Oh and I am based in New Zealand so all the most recent changes announced for the US haven't meandered their way over as far as here yet! Any responses gratefully received

Google Places "Pending" out of options
I used to enjoy the first place position for google places/local, and 30 reviews in the old pre-google local. I am a painting contractor in Seattle. Then in April 2012 I moved my shop six miles to a new location. My reviews were dropped and places moved to "pending" when I changed my address. I am now in my 8th month pending approval for my google places page: Seattle House painting local page I have drilled down and exhausted every resource; including verification, having all my citations exactly in a row. All my review sites like Yelp and angie's list are address/info accurate. I used Yext to check all my local citations. I am set to do not show my address as Google indicates is best practice. There is nothing I have missed...but I am still "pending". Do I need to hire a David Mihm? I am very frustrated seeing one competitor using multiple addresses and having two listings. Does displaying a mobile number for business hurt local SEO?
Perhaps a silly question but could someone please clarify if displaying a mobile number in the main site or Google places etc would hurt local SEO? Is having a regional landline/fixed telephone number a ranking factor? EDIT: This is for a UK site, does anyone have experience of this is UK please?

Google + with multiple locations
Hi guys, So I want to make a google + page for my business, which basically lets people find and compare multiple airport shuttle, limo and transfer companies to find the one that is available and best suits their budget.

Does adding the city to your business name in a Places page help or harm Local SEO?
Hi, All! Another local SEO question... For one of our clients, the title on their Place page is <official business="" name=""><city>. Example: John's Sporting Goods Detroit. Now, most citations will say "John's Sporting Goods." Is having "Detroit" as part of the business name in Places problematic (NAP inconsistency) and we should remove it, or is it helpful for ranking for "sporting goods detroit" or is it neither?</city></official> Thanks!
