Is a new website the only way to get better rankings?

Our website is https://www.franklin-bell.com.au. For a while now we've been trying to get a few of our pages on there to get a better rank on google.
A local SEO agency told us that some of our pages are not like "the modern standard" for web pages, but our page score for the keywords we want is 90% and higher.
Do we really need to completely rebuild the website (it was built in 2014) in order to get better rankings? Or is it sufficient to have the 97% page score and then just get some back links and social media referrals etc.

Typically, a site rebuild is required when:

The site isn't performing well due to technical barriers (like it's been built in Flash and can't be indexed properly)
-
The site isn't usable by humans (for example, it doesn't render properly for mobile users)
-
The site isn't usable by the business (like there is no CMS for the business to use to build out content on the website without having to have help from a third party)
Did the company that audited your website specify any of these problems in their recommendations or are you experiencing any of these issues? Did they provide details about what they meant by "modern standards"?

Accurate Google Keyword Ranking for a domain
Hi Folks, SEO N00b here, in a new job so please go easy on me if i ask stupid questions. I'm looking for some clarification on Google Keyword rankings. I am looking for accurate Google Keywords rankings as when I log into Google Webmaster Tools I am given values like (6-10) for a ranking? When I used SEOMoz (Research Tools -> Keyword & Ranking -> Rank Tracker) it gives me an even less accurate range by simply saying >#50?Why is SEOMoz giving a completely useless metric? Why is its actual rank not shown? I know rankings are becoming less useful as a metric with Google moving toward personalized search but I still have reports to deliver to clients so the conversation of what metrics are going in the report is to be had another day. Right now I just want to get accurate rankings, from what I've found online Google Webmaster tools is recommended as the de-facto ranking tool but it doesn't provide accurate results so how can that be (yes I know it averages out the ranking but 6-10 is a range of values not a single value that represents an average) Dave

Results of keyword rankings way off??
I just did my first crawl, and a bunch of the keywords show my rank as being like 76 or 102 and I'm number 1 for the search when I search manually. **I of course have personal results turned off and I'm not logged into gmail when I search.

Why are my rankings not showing up in Bing?
I recently signed up for SEOmoz and love it so far...but....in the keyword ranking section I know we rank in the top 20 for our keywords on Bing and yet for some reason the SEOmoz tool is coming back saying we arent even in the top 50. Why is this?

New OSE
Since the rollout of the new OSE the many sites i run are indicating a huge loss of links overnight. is there an issue with OSE, either before or after the update or am I missing something ? Thanks

Website migration
hi, I have to "refurbish" a website from scratch. This domain is quite old (2004) and has got a good audience. 1/ Is there a tip or a tool to guess with witch kind of framework (cms) is it made from ? I mean drupal, joomla, ezpublish, wordpress ..as i can't see it from code source. 2/ Have you got any method to migrate the old database (seems to be iis with asp language) into a new one (i work with php mysql) ? 3/ In order not to loose rankings in Serp, is there a tool to list the main urls with best link juice ? I will then redirect them with a 301 redirection in an .htaccess file. Many thanks..
