Local SEO Over Optimization

We are targeting a bunch of services for our local business that works in and around their location. I'm concerned about over optimization and need some guidance on whether these points should be resolved.
The company is based in a city and works mostly in the city but also in the surrounding areas. Currently, the site has 6 services pages (accessible via main nav) targeting the same location i.e. “Made Up Service London”, “Imaginary Service London” (with URLs and H1 tags etc. in place containing this location). However this is soon going to become 9 services pages, I am concerned that the repetition of this one location is starting to look spammy, especially as its where the company is based.
Initially, I also wanted pages targeting the same services in other nearby areas. For example “Made Up Service Surrey”, “Imaginary Service Essex”. This has not happened as the info available has been too sporadic. I was going to add links to relevant case studies into these pages to beef up the content and add interest. To that end, we came up with case studies, but after a while, I noticed that these are also largely focused on the primary location. So out of 32 case studies, we have 19 focused on the primary location again with URL’s and H1 tags etc containing the location keyword. So in total, we have 25 pages optimized for the location (soon to be 28 and more if further case studies are added).
My initial feeling was that the inclusion of pages targeting services in other locations would legitimize what we have done with the main pages. But obviously we have not got these pages in place and I question whether we ever will.
What is my best course of action moving forward?

So canonical tag if the pages have the same (or very similar) content.
The page for each location would have different content (adding as much value as possible to the user).
So it sounds like I'm on the right track.

Yes I do mean canonical tags as don_quixote correctly pointed out "Each page should have a clearly defined purpose and respond to a customer query." however if you must use the same page for different locations...

Each page should have a clearly defined purpose and respond to a customer query.
So if each page is unique ie plumbing toilets London, plumbing sinks London, then with great contextual relevant content that is spot on and will help the customer. ie as Each page chases local search but addresses a niche within the plumbing field.
How if both pages were to target plumbing toilets London and the content is essentially the same - that is a waste of resources for all.

Not sure I quite understand what you mean by "... or use canonicalization" I assume you're talking about the canonical tag but not sure where your suggesting I should/could apply it.

Your approach is fine WRT targeting - I recommend that you ensure that you create content for each location or use canonicalisation.

Does multiple sites that relate to one company hurt seo
I know this has been asked and answered but my situation is a little different. I am a local electrical contractor. I specialize in a service and not a product. Competition is high in the local market due to the other electrical contractors that have well seasoned sites with very good DA/PA. Although new to the web I am not new to the trade. Throughout years almost back to the AOL dialup days I have been collecting domain names for this particular purpose. Now I want to put them to good use. Being an electrical contractor, there are many different facets of work and services we provide. My primary site is empireelec.com A second site I threw online overnight with minimal content is jacksonvillelightingrepair.com. Although it is a fresh site, there is minimal content and I have put almost zero effort in to it. It appears to be ranking for keywords a lot quicker. That leads me to believe I should utilize my other domain jacksonvillefloridaelectrician.com and target just the keyword Jacksonville Florida Electrician. It leads me to believe I should use jacksonvillebeachelectrician.com for targeting electricians in jacksonville beach. And again with jacksonvilleelectricianservice.com I can provide a unique phone number for each site. Am I going about this all wrong? Everything I read says no,no,no but I feel my situation is a little more unique.

Schema training/resources for local SEO?
I am currently in the process of apply schema for dozens of clients (many are large retailers). Although I am not a developer, I do know the basics of schematic markup & structured data. I do work with a development team and I'm trying to provide them with schema application best practices. Obviously there are many good articles/blog posts out there about schema. However I'm looking for a more substantial training course, webinar or resource website about schema application. Does anybody have any good recommendations?

Subdomain for ticketing of a client website (how to solve SEO problems caused by the subdomain/domain relationship)
We have a client in need of a ticketing solution for their domain (let's call it www.domain.com) which is on Wordpress - as is our custom ticket solution. However, we want to have full control of the ticketing, since we manage it for them - so we do not want to build it inside their original Wordpress install. Our proposed solution is to build it on tickets.domain.com. This will exist only for selling and issuing the tickets. The question is, is there a way to do this without damaging their bounce rate and SEO scores?

Since customers will come to www.domain.com, then click the ticketing tab and land on tickets.domain.com, Google will see this as a bounce. In reality, customers will not notice the difference as we will clone the look and feel of domain.com Should we perhaps have the canonical URL of tickets.domain.com point to www.domain.com? And also, can we install Webmaster Tools for tickets.domain.com and set the preferred domain as www.domain.com? 2 Relevant local websites but closing one and redirecting it to an older site
We have 2 websites, 1 domain is about 10 years old and another is about 4 years old, the 4 yr old domain we are thinking of shutting down since its the same type of service we run but it was a 'keyword domain' that used to rank on 1st page but now its 4th page back. If we put the blog posts and other content + setup re-directs from the 4yr old domain to the 10 yr old domain, would this help the 10 yr old domain with more link juice that it might need for the extra boost? There isnt really any point having both websites up since both are about the same content and targeting the same local market.

Can a localization web design update hurt SEO?
Hi mozzers, Me and my team are having a major website refresh and update for one of our client's. The structure of the website can be divided into 2 types of pages: corporate pages(representing the core services of the company which rank nationally) and microsite pages(representing each and every 30+ franchise locations ranking locally). Right now when you visit the Seattle microsite page you have localization feel but the main nav(of corporate site) remains at the top on top of the subnav(orange under map) which is customized for the location where you are in. My colleague who is the main person in charge of this website update would like to create a better localization experience for users in specific cities by having one main navigation instead of 2 displaying exactly the same pages displayed on the actual subnav (actual microsite) (images are below of actual and potential look of the website). FYI: URLs will remain the same. I really like this idea of a more personalized experience but I am afraid that the local seo strategy we have done so far may be jeopardized because of this new design but i am not sure. Am I right? Are we going to lose national and/or local rankings? Will this fresh design hurt the SEO we have been doing for the past few years? City in title tag hurt Local Search?
Big city A is the target optimization for services. Suburb city B is the location of the business. Will having big city A in the title tag of pages confuse the NAP consistency and local SEO for the site?
