When using external links for onsite optimization, should they be follow or nofollow links?

I'm trying to optimize my home page and need to add external links. I'm planning to link to other authoritative sites. Should they be follow or no follow links?

If your site hasn't bad reputation and you have no problem into help increase the authority of the site you link to, AND:
1. The sites belongs to your niche: do follow.
2. You trust in their SEO practices and you think they are not penalized by Google: do follow.
If is your competitor or you are not interested into help them earn authority and rank: no follow.
If the site is not related at all with your content (for example you just want to promote other sites, profiles or platforms you own): no follow.
Make look the links natural, specially do follow ones. Be careful using the keyword on it's own in the anchor text.

Duplicate content from page links
So for the last month or so I have been going through fixing SEO content issues on our site. One of the biggest issues has been duplicate content with WHMCS. Some have been easy and other have been a nightmare trying to fix. Some of the duplicate content has been the login page when a page requires a login. For example knowledge base article that are only viewable by clients etc. Easily fixed for me as I dont really need them locked down like that. However pages like affiliate.php and pwreset.php that are only linked off of a page. I am unsure how to take care of these types. Here are some pages that are being listed as duplicate: Should this type of stuff be a 301 redirect to cart.php or would that break something. I am guessing that everything should point back to cart.php.

Title tag and URL Optimization
Hello guys, Should the URL reflect the structure of the title of a webpage? This is the old title with the Url: 20mm O/D Black Polypropylene LSZH Flexible Conduit 100m Coil /Product/20mm-o-d-black-polypropylene-lszh-conduit-100m-coil/1352 I changed the keyword position and it looks like this: 20mm Flexible Conduit | O/D Black Polypropylene LSZH | 100m I kept the same Url for now, should I change that too? Internal Linking Question(s)
Is it unwise to link internally to a page more than once on the homepage. I am reading that it is considered spammy. I am also reading that it passes PR twice to the internal page instead of just once... Which is it? Is there a way to stop passing PR to the "contact us" page. I watched an older video that Matt Cutts suggested a nofollow. Now I read that this strategy is a no no? Which is it? Thanks! 🙂

Should I include my help desk link?
My website has a link to our help desk. I was considering a 'do not follow' since I don't think it should be included.
