Optimizing for Neighbourhoods

Say I'm optimizing a website for a Veterinarian in North York, a neighborhood in Toronto. Is it important to use Toronto in the keywords/ keyword phrases?
When people from within Toronto search for "North York Veterinarian" and "North York Dog Kennel" I want to be found.
If I optimize a page for the keyphrases "North York Veterinarian" and "North York Dog Kennel" and only mention Toronto once in the footer with the office address will that be enough for Google to serve up these results in Toronto?

Probably not. I would create additional pages just for Toronto.

I keep hearing this term "over optimization" and people assuming they have received an over optimization penalty. I also hear people say, "You need to optimize every page on your site." So at what point does a site become "over optimized?" Are there any good reads around here that explain this better?

Would it be ok to create a small FAQ section on the particular page I am working on using long tail keywords, all which have low competition, high search volume? I see a few competitors ranking this way, but it does not flow, its very obvious they are stuffing. Thanks!

Optimizing E-Commerce Category Pages For SEO
Hey, Does anyone have any tips for optimizing e-commerce category pages? Looking to add content to each category page but not sure where to put the content i.e. above the footer? Above the search results? In the left hand nav bar? Have a landing page which they click through to see search results? How is it determined which terms and associated urls are chosen when SEOmoz tracks your On-Page Report Card? I'm receiving a lot of F Grades for terms I'm not really interested in and a lot of terms I'd like to be tracked aren't. Is there a way I can manually choose which terms and pages I'd like to be shown?

How long would it take for On-Page Optimization to have an effect on Google Rankings?
Hi there, I have a page on our website with an Interview with the author Tess Gerritsen. There has been a reasonable amount of Social Media buzz related to the page and lots of links. According to SEOMoz we are an A grade for the keyword Tess Gerritsen, we currently rank 29th on Google.co.uk for a 'tess gerritsen' search. My question is - how long would it take for any new changes to have an effect? I presume the answer would be whenever the page is crawled again. But is it wise to change one thing, then get crawled and see what the effect is, then the next day change something else and see what the effect is. Or is it wise to change one thing and then leave it a week or so to see the full effect of the change? Apologies for the vague question, if you need any more clarification just let me know. Thanks.
