Looking for quality, cheap web design company recommendations

Does anyone have any recommendations of a very cheap web design company from India or other countries where the work is also high quality?
I can project manage the development and provide a set of web standards such as to use valid code, no meta keyword tags, no flash, etc etc. I am looking for companies I can trust to perform the actual work.
The web is full of companies but examples of quality work with WordPress, Joomla and particular ecommerce platforms is very thin or non-existent. If you can share any companies which you have personal experience with, I would appreciate it.

This is a great thread. I've also tried the foreign outsource thing. It's been hit or miss. I guess my question would be what's cheap?

I have a romanian friend that is a Microsoft most Valued Professional, who is very skilled, he works quite cheap compared to US or AU prices, but not as cheap as India a good priogrammer of his standing will earn 500US a week. He is also very productive, I would like to push more work his way, but it took me a long time to find such a person and i dont want to lose him.
Really Ryan its not that easy (not saying you think it is, but i must give you the value of my exprirences), you still have to take responcibility and pick up the peices for any failiuers, then there is the comunications problems. I would go in prepared to lose and pick up the peices untill you find the right person.

I was very fair also. But got the idea they see it as a get rich scam rather then building a business partnership
I have one guy over there that does some link building for me, but even a reliable link builder was hard to find. -
Which is why I was hoping some awesome community members might share a company they worked with and can recommend. I definitely do not want to go in blind on any level

I should clarify by "cheap" I try to be very fair too. Web development work in the US is quite expensive due to a variety of factors such as cost of living, taxes, legal system, etc. I recognize many countries such as the ones you mention have some very good programmers who work for low wages. I would ideally like to work with a company or team that has experience building sites and hopefully the relationship can be a win for all involved.
My clients win because they are having quality websites built for significantly less.
The developers win because they have a new source of sales.
My company wins because we are able to create a win for clients and have developers we can work with and overcome a common challenge in the SEO industry whereby the SEO requests changes and the developer pushes back on various levels.

I have been there Ryan, you may get cheap, but i doubt you will ever get quality. You also will be battling to get cheap. I have tried to outsource work, I tried a few diffent inderviduals and companies and eventualy gave my plan away. Either the work was shocking or they tried to make enouth to retire on the one job. Eveny instauction i gave them they uped the price. If I asked for somthing be done properly they uped the price. Would not had over the work until i paid a ransom. i never got any work done i could use, I ended up doing myself or paying a friend to clean up.
If you still decide to go that way, do not pay by the hour. do not pay in advacne
but if you want people who really know their stuff look in eastern europe, bulgaria, romania very good programmers and very low wages.

Tips on finding the right Senior Designer / Design Director
Hello Everyone, I manage a fairly large educational website that we are looking to completely redesign to improve the overall site user experience and usability. In the past I, a non-designer, business person, would just roughly draw how I thought the site should look and our developer (who is good, but not a web designer) would just try his best to make everything look profession. Over the years, it has become painfully obvious that we need to invest in more design expertise and move towards a modern, smartly designed website. So my question: Where are the best places to find good freelance designers? I have of course conducted web searches, browsed elance, and asked my network for referrals. However, I am finding that most of the really good ones, ones who have to ability to take charge and lead us through this entire process, and who have at least a basic understanding of SEO principles, work for larger integrated development shops who also expect their people to develop the new site as well. We already have a developer and are primarily looking for the design expertise. Does anyone in the Moz community have any suggestions or even referrals? Thanks! Eric

Web traffic tanked, not Penguin nor Panda...I am stumped...
I have had my current website for several years now, and traffic has been slowly building. 2010 = 49 hits a day, 2011 = 71 hits a day, 2012 = 157 hits a day. I target local traffic and local keywords around by business. I have kept up with SEO changes, using Facebook, social media, updated tags, and kept content fresh, added more galleries images, Auth tags & markup. I have 301 older sites that I have run in the past. Then early this spring everything dropped, slowly but surely, now I'm at 90 hits a day SERPS for my main phrase "boudoir photography" us at less than 50 according to MOZ. I have been watching the new Algo updates, and never had any issues because I don't spam article marketing, I don't buy links, I try to keep content fresh, I don't use directories...I designed the site for PEOPLE not SEO. I get major press about once to twice a year, newspapers still don't get links though.. grrrrr I get natural links through gallery shows, events, local blogs, art shows... So I thought it might be over the year I have slowly added too many less than 100 word pages? Media, Bio, Art I combined all into one page. One page with 300+ words VS 3 pages of 100 words. I did a 301 several pages and trimmed my menu down from 11 to 8 to help everything look cleaner and more eye pleasing...I started asking my friends/clients/collaborators for more links with no link text so they are natural...& not just "boudoir photography" Traffic is still dropping... Web Developer Using Stock Photos
Hello, The organization is selling a cms system in a niche market across the country. It has the normal SEO challenges, in addition he is using purchased stock images. This seemed ok, while he was smaller but now we are growing rapidly and these images are VERY STOCK- and well used ( I have checked with Tiny Eye). I remember a few years ago this was a flag to the search engines who went through manual review, is this still true? It seems to me that the theme's that come with the images, are duplicated ( including navigation & footers), so having the duplicated images would be another negative. Thank you for your suggestions!

Looking for feedback on our nonprofit site
I work for a nonprofit org which of course means a low budget and paying out of pocket for things (such as training). Our current website is done by a 3rd party vendor and although it looks nice, we can't make any changes to it without paying for it. (We can only upload documents). I'm wondering if anyone in this group will give their feedback on the site in terms of SEO and recommend a platform that would be relatively easy for a small shop to manage. Seo for design webinar ?
I've got no problem using google webfonts on their own, but what about using them over an image; specifically a clickable image? Its easiest to place text over an image if the image is a background image, but then the image isn't easy to make clickable. Am I missing something - this shouldn't be hard, right. Thanks!

Html5 recommendations
Do you have any recommendations for http://me.graficode.com/preprod? I know the right and bottom nagivations are the most important links/pages. I have over 16 headers. I want to know how I can make the resort header links for barcelona, madrid, london, etc.(in the middle of the homepage) carry more wieght by the search engines? The website was built using HTML5 and javascript.
