Looking for quality, cheap web design company recommendations

Does anyone have any recommendations of a very cheap web design company from India or other countries where the work is also high quality?
I can project manage the development and provide a set of web standards such as to use valid code, no meta keyword tags, no flash, etc etc. I am looking for companies I can trust to perform the actual work.
The web is full of companies but examples of quality work with WordPress, Joomla and particular ecommerce platforms is very thin or non-existent. If you can share any companies which you have personal experience with, I would appreciate it.

This is a great thread. I've also tried the foreign outsource thing. It's been hit or miss. I guess my question would be what's cheap?

I have a romanian friend that is a Microsoft most Valued Professional, who is very skilled, he works quite cheap compared to US or AU prices, but not as cheap as India a good priogrammer of his standing will earn 500US a week. He is also very productive, I would like to push more work his way, but it took me a long time to find such a person and i dont want to lose him.
Really Ryan its not that easy (not saying you think it is, but i must give you the value of my exprirences), you still have to take responcibility and pick up the peices for any failiuers, then there is the comunications problems. I would go in prepared to lose and pick up the peices untill you find the right person.

I was very fair also. But got the idea they see it as a get rich scam rather then building a business partnership
I have one guy over there that does some link building for me, but even a reliable link builder was hard to find. -
Which is why I was hoping some awesome community members might share a company they worked with and can recommend. I definitely do not want to go in blind on any level

I should clarify by "cheap" I try to be very fair too. Web development work in the US is quite expensive due to a variety of factors such as cost of living, taxes, legal system, etc. I recognize many countries such as the ones you mention have some very good programmers who work for low wages. I would ideally like to work with a company or team that has experience building sites and hopefully the relationship can be a win for all involved.
My clients win because they are having quality websites built for significantly less.
The developers win because they have a new source of sales.
My company wins because we are able to create a win for clients and have developers we can work with and overcome a common challenge in the SEO industry whereby the SEO requests changes and the developer pushes back on various levels.

I have been there Ryan, you may get cheap, but i doubt you will ever get quality. You also will be battling to get cheap. I have tried to outsource work, I tried a few diffent inderviduals and companies and eventualy gave my plan away. Either the work was shocking or they tried to make enouth to retire on the one job. Eveny instauction i gave them they uped the price. If I asked for somthing be done properly they uped the price. Would not had over the work until i paid a ransom. i never got any work done i could use, I ended up doing myself or paying a friend to clean up.
If you still decide to go that way, do not pay by the hour. do not pay in advacne
but if you want people who really know their stuff look in eastern europe, bulgaria, romania very good programmers and very low wages.

Designed by Backlink - Where to?
Now I know these links don't create much value. However, every web design company seems to do it. My question is this: If you use it, is it always good to go to the home page of your site, or is it best to redirect to sub pages. For example, if you made an e-commerce website and you link it back to your e-commerce portfolio or description page? Overall, is it still worth linking back from these? Should you only do it on a single page? Thank you in advance.

Should i not use hyphens in web page titles? Google Penalty for hyphens?
all the page titles in my site have hyphens between the words like this: http://texas.com/texas-plumbers.html I have seen tests where hyphenated domain names ranked lower than non hyphenated domain names. Does this mean my pages are being penalized for hyphens or is this only in the domain that it is penalized? If I create new pages should I not use hyphens in the page titles when there are two or more words in the title? If I changed all my page titles to eliminate the hyphens, I would lose all my rankings correct? My site is 12 years old and if I changed all these titles I'm guessing that each page would be thrown in the google sandbox for several months, is this true? Thanks mozzers!

So apparently SEO moz will get us de-indexed according to a SEO company!
Each and every day i get called up from an SEO company who promises to get me top spots in Google rankings if i quickly get on their special offer they have today normally i would say "no thanks and put the phone down" but i had a bit of spare time so i indulged the guy and we got talking. After the introductions and speal about his company he was showing me what his company does and how they go about it to get me top ranks (they don't get me ranks but create a website they own which then passes leads to me- kinda clever since they could then start charging me per lead or my competitors) We continued to talk and i mentioned i used SEOmoz to check my rankings and back links etc and he told me that Google are cracking down and anyone using these types of software/websites will get their websites de indexed. This struck me as BS but i wanted to get your thoughts on the matter, i personally don't believe Google would ever do such a thing as this since it would be so easy to get your competitors websites taken down (i.e. negative seo) but its certainly a talking point.

How can the Web site designer and the SEO strategist work together peacefully?
The organization I work for has decided to re-design or re-develop the existing company Web site. My part in this project is to come up with new features to add to the site, as well as making the site SEO-friendly (copywriting, link-building, keyword research, etc.). I don’t know a thing about Web site design, coding, format, etc., and I guess I will have to work with a designer on this project. How would I go about finding a Web site designer? Should they have some SEO knowledge? How much designer, coding and site structure knowledge should I have? And how do we not infringe on one another as we work together? (Sorry so many questions.)

HTML5, semantic web & SEO
HTML5 is supposed to revolutionize the way browsers, web clients and services are supposed to "understand" information on the web. I have been planning on converting my site to HTML5 ever since it went into a working draft last spring, however I wanted to know if upgrading to HTML5 would offer any SEO benefits or if it would actually have a negative effect on how my site is perceived on the web. I guess my real question here is "Do search engines recognize HTML5 sectioning?" Is content found in semantic sections like <header>, <footer>, <nav>, <aside>, treated any different than content inside generic HTML4 containers like, or ? </aside> </nav> </footer> </header>
