If I understand correctly you want to track affiliate clicks on your website. You can track very easily by event tracking.

From your question it is very clear that you want to get more clicks in less cost but spending more in quite time there is no doubt cost will reduce due to less competition but you will also get less conversion in quite months.
IMO you should bid on peak season and if your budget is tight don't use broad match use only exact match and even if you think exact match is expensive use BMM keywords and add exact match as negative keyword so you can target only long tail keyword.
To reduce CPC best option is increase QS of your keyword.

Honestly these types of little things don't have much of a factor in SE algorithms.
Yes you can use it pipe, hyphen, comma . It may potentially impact the user experience and the Click-Through-Rate. I personally prefer to use pipe & hyphen.

xml sitemap is not a ranking factor so it won't affect your current ranking. But an XML sitemap is necessary if you want to build a crawlable site. Each time you create a new page or edit an existing page you should update sitemap.

Google never reveal that but yes it is a ranking signal. I'm quoting from Moz

If you are running PPC campaign on Google Adwords you should try Call-only Campaign launched by Google in Feb 15.
Call-only campaigns allow you to focus on getting more people to click-to-call you straight from your ads.
In case of organic you can define CTA in meta title / meta description & on website as well.

There is no direct effect, having in lower case (title) impact ranking but it can decrease the CTR at some extent. IMO you should neither use all upper case nor all lower case. Best way is keep first alphabet of every word in caps.

So Google will not allow you to run campaign in your case
