There can be multiple reasons for that (CPC increases). First I would suggest you to checks historical quality score and if there is no change in QS then either a new competitor is trying to break into the niche or an old one has decided to raise bids in an effort to grab a larger market share.

Adwords top three ads appears above organic results, even if you are on top in organic for the queries,user may get attracted with adwords ads as they have proper call to action, sometimes prices sometimes offers and also sitelinks, call extensions etc.
So IMO you shouldn't turn off adwords campaign even if you are ranking on top position in SERP.
More times your domain will appear more it can catch users eyeballs.if user see ad from single domain more then once they are more interested to click on your ad.
Run a campaign for a week, turn it off for another week, then on again and off again and see if you can detect any pattern.

This is very normal for Google Shopping to have a higher bounce rate than Text advertising. As you mentioned that Google Shopping Ads are showing up for really irrelevant keywords on some of my products in that case you need to ensure is that the data supplied in the data feed, essentially matches the data on the landing page.
Second keep adding irrelevant search terms as negative keywords, Google doesn't ignore negative keywords.
Last you can create separte ad group for the products that accruing irrelevant search terms and rewrite products title and description.

Generally the advertisers tend to follow different strategies and stick with the one, which gives them higher Conversions, high Return on Investment (ROI) so some advertiser grouping keyword by match type and some uses all match types in a single ad group.
When working with broader matches changes in Ad copy can be very important so it may be that you'll want to split these different match types into their own Groups to allow Ads better suited to those terms and then add embedded negative match type keywords to streamline the traffic. Now, once you accrue data, you can pause the match types which are not proving worth for you and optimize the rest of the keywords.
I wouldn't suggest going with too much of the Broad match type keywords because that would tend to bring in lot of irrelevant traffic and your much of the time and efforts would go in adding the negatives, analysing the Search Terms frequently and checking which terms are relevant and which not.
BMM & Exact are definitely good option to go for.

does the Google Search Algo factor in the META Description tag, or is it only used for display purposes on the search results and doesn't affect ranking?
Meta description is not a direct ranking factor it is just for user to compels to click on search results but CTR does a ranking factor which is affected by meta description. If meta description is written in such a way that user compel to click on search result page , ctr will raise.

Second thing yes it is true that if you are running paid campaign overall goal conversion will go up , you will get more searches on branded keyword, organic conversion will also goes up because many users first click the ad and later on visit website by clicking on organic listing in next visit.

No there is no logical reason to not use 301 redirect and even I would say it is a terrible mistake that will affect site very badly.
In fact if we don't use 301 redirect site will loose ranking /traffice/ link juice.
