I've tried to load the mobile version in my browser and keeps redirecting me to full site. Even using the mobile emulator on Chrome I cant log up the mobile site keeps redirrecting to full site.
All other websites that I know that have a m. subdomain for mobile site load up with no issues at all in computer Browser.
Is the mobile site made using one of the Mobile Apps or something similar?
I would suggest try use Google Webmaster tools and use the 'Fetch & Render' option so you can see how Google is rendering the mobile page

Have you tried to do any A/B Testing to see what converts better and has a higher engagement rate?
Services like Optimizely https://www.optimizely.com/ you can do free Live A/B Testing with very minimal coding required (apart from putting in the Optimizely script into the Body of the page)

Thanks for that, I've done my own summary of the article and how it relates to my business.
Just to be more specific so I know for future reference, the article is from an Australian Government body and a non profit organization who's goal is for this to be seen by as many people as possible, is this possibly the exception to the rule of contacting for permission?

RE: Does Google avoid indexing pages that include registered trademark signs?
I dont think there is an issue having these Indexed. I used to work in a bank in Australia and for every page that has the word MasterCard in it, we had to put the trademark logo the first time it's mentioned.
If you click the link below searching for those specific pages, ie. "mastercard bankwest" the pages come up in search results and even show the registered trademark logo.
So if you are having issues with these not coming up in Google, perhaps they are not seen by Google as important pages on the actual website as a whole so instead it's displaying other pages first?
Try searching for "site:sitename.com" in Google and go through all the results and it should give you an idea where it's cranked compared to other pages on your domain.
