Actually Google does not mention anything about meta keywords only that they do not use this as a ranking factor. Bing however looks at this as an attempt to manipulate their SERPs. Also, using meta keywords will give your competitors a free link research goto for your site. I would not recommend using them.

Not necessarily they are different searches. Global numbers are an estimate of how many people search for that term worldwide, however Google.com is not the same as Google.co.uk they are different Google search engines for different continents.

What do you mean? Exact local search count is for your continent and Exact global search count is for the keyword world wide.
If it says your exact local search count is 2000 that means 2000 people are searching for that exact keyword in your continent.

Yeah it's not fun... I have been contemplating a $5 Fiverr deal for 25 good reviews on G+ just to cover up all this spam. I don't like cheating/lying/spamming however I want to cover up all this spam...

Actually all these spam attacks were done after the migration, people can just use a proxy and create ten Google accounts on 10 IPs. IMO Google should send a letter to every users house for verification (At lease the people who are interested in leaving reviews) and a company should be abe to rebuttal a fake review or report a review from a user they were never associated with.

Thank you for this helpful answer. The listing was being spammed and Google is placing the listing back up. Now that Google is going to place the listing back, do you think it will be more immune to being attacked again?
