How to handle pages with no information at the moment, but are not 404?

As people who may have seen my past questions know, I run a small website which acts as a business/review directory for local businesses in a specific niche. Right now every business has a page on a url such as:
http://site.com/businesses/business-name
which shows the top 5 reviews with a link to the full review list which is located at:
http://site.com/businesses/business-name/reviews
The problem(?) I have is that even for a business with 0 reviews, the latter URL is available and responds with a 200 status code, but ultimately just says "There aren't any" which results in search terms for "business name reviews" often leading to these dead-end pages when I would rather have them land on the business page itself.
How is everyone handling URLs? Until the business has has reviews, this URL is useless, but it is a completely valid URL.
Some ideas I've had are in order of what I think is best to worst:
- Return 200, but with a meta 'noindex' tag if the business has no reviews at the time requested
- Return 404 if the business has no reviews at the time requested
- Return 302 back to the main business page if the business has no reviews at the time requested
Anyone have any better ideas than above for how to handle this situation? One other option is to completely get rid of the full review list and rework the main business profile page, but that would obviously require a lot more development. I'm looking for the best option in the meantime.

I would not represent 404 as that indicates a broken url to the search engine and it won't know why.
i would not use noindex as the page should still forward pagerank however it has no content.
I think when there are not any reviews I would simply add some more text to "There aren't any" like "There are not any reviews yet, you can look XY business details here, or you may check back at a later time. If you have your opinion feel free to add the first review yourself".
"Xy business details" can be a link to business detail page, so there is some anchor value carried. The page still has the ability to rank in google an to be found if you search xy business reviews. From engine perspective this is bettter than redirecting or 404, and still makes sense from user perspective as you offer them opporunities to get engaged with your page. Maybe I would do it that way.

Google Indexed = 35, 445 pages, Bing Indexed = 243 pages... Why?
Dear MozSquad, Can anyone check our site and let me know if there's anything super apparent that would cause Bing to treat us like a bum on the street? Page Title
My website was hacked last November and then again last week. Prior to the hacking we were at number one in Google.co.uk for our main search term "nile cruises' for years. After last November's hacking we dropped to about position 4 and after last week we are at position 7. Ima rebuilding the lost data and I am having to create new Title and Description meta data for each of the indexed pages. I am taking the opportunity to try and ensure my titles and descriptions are good and the correct length, etc but wondered about the best title format. I set our home page title over the weekend as: Nile Cruise | Leading ABTA & ATOL Bonded UK Nile Cruise Specialist I was going to try and cover 3 keyphrases in the title like this: Nile Cruise | Nile Cruises | Nile Cruise Bargains But I thought that might look a bit spammy because the 3 phrases are very similar. I wondered what anyone else might suggest? Thanks, Colin

To Reduce (pages)... or not to Reduce?
Our site has a large Business Directory with millions of pages. For examples' sake, let's say it's a directory of Restaurants. Each Restaurant has 4 pages on the site, each tied together through a row of tabs across the top of the page: Tab 1 - Basic super 7 info - name, location, contact info Tab 2 - Restaurant menu Tab 3 - Restaurant reviews Tab 4 - Photos of food The Tab 1 page generates 95% of our traffic, and 90% of conversions. The conversion rate on Tab 2 - Tab 4 pages is 6 - 10x greater than Tab 1 conversions. Total Conversions from search queries on menus, reviews and food are 20% higher than are conversions resulting from searches on restaurant name & info alone. We're working with a consultant on a redesign, who wants to consolidate the 4 pages into one. Their advice is to focus on making a better page, featuring all of the content, sacrifice a little organic traffic but make up any losses by improving conversion. My counterpoint is that we shouldn't scrap the Tab 2-4 pages just because they have lower traffic - we should make the pages BETTER. The content we display is thin, and we have plenty of data we could expose to make the pages more robust. By consolidating it will also be hard to optimize a page for people searching for name/location AND menu AND reviews AND photos. We're asking that one page to do too much, and it's likely we will see diminished search volume for queries on menu, reviews and food. I think the decline will be much more significant than the consultant estimates. The consultant says there will be little change to organic traffic. since Tab 1 already generates 95% of traffic. Through basic math, they're saying the risk is a 5% decline in organic traffic. Further, they see little chance of queries for menu, reviews, and food declining because most of those queries tend to send people too the home page or Tab 1 page anyway. Finally, the designer of the new wireframes admitted that potential organic traffic risks were not taken into consideration when they recommended consolidating the pages. How is it determined which terms and associated urls are chosen when SEOmoz tracks your On-Page Report Card? I'm receiving a lot of F Grades for terms I'm not really interested in and a lot of terms I'd like to be tracked aren't. Is there a way I can manually choose which terms and pages I'd like to be shown?

Framed Pages and Dynamic Pages
Has anyone else had experience with different CMS's for Ecommerce . Ones that create static pages and others that dynamically create pages. What differences have you seen with rankings on google with the two. Page Authority
I have recently optimised a set of images for a client of ours: I'm looking through all the PA of these newly optimised images, and have varying PA {from SEOmoz toolbar} I understand that internal linking will pass link juice, and obviously external links will add to the overall PA. I have several pages with a PA of 36: { Fairly deep pages} Yet they have no external or internal links going to them. My question is "How can a page gain any authority when it has no visible links pointing at it?" Obviously there must be a link pointing at it {internally} as Google wouldn't have crawled the page right? Also lets say all the keywords are of equal competitiveness would the keywords with highest PA rank higher than those on O PA pages. Many Thanks
