Page with PR3 but no authority

Hello! I have been offered the possibility of having a link to my site included in this page, but I am a bit confused with it's metrics and I was wondering if you could help me cast some light on the matter.
Why does it have Page and Domain authority 1? And why does it have page rank 3?
Is it dodgy or should I go for it?

PS: It's not a paid link, it would be a partnership that would imply a link in this site.

As Rand says, page rank is a very small part of Google's algorithm and shouldn't be used to judge the value of a link prospect. Page and domain authority, on the other hand, are far better metrics to consider.
PA & DA alone can't be used to determine whether or not the site is dodgey. However, a score of 1 suggests that a link from this website is not going to be particularly valuable. You can do better.
(It is possible that Open Site Explorer hasn't crawled their site recently and could be a little bit out of date. Their actual DA may not be exactly 1, but is unlikely to be far off)

I think I'm right in saying that PA and DA are reported as 1 when the page/domain hasn't been indexed. Have you taken a look at the site in Open Site Explorer (not just the tool bar). It would tell you if "No data available for this URL"
What are the benefits of having the link? Do you expect to get referral traffic (and if so how much) or is this just for the purpose of link-building? Is there a direct benefit to visitors for having the link on the page?

Can a homepage have a penalty but not the rest of the pages?
I've got an unusual issue. I set up a new website with new content and moved old (blog) content to the new site. On the old site, most of the blog content wasn't ranking after the Oct update. On the new site it all started ranking again after I redirected old URLs to new URLs. However while all the blog content ranks, the homepage doesn't rank for the new brand term. There are multiple articles in press that refer to the new website using the branded terms as anchor text, but it's still not ranking. Is it possible that the redirected homepage (and only the hompage) from the old site is carrying a penalty? If so, should I not redirect the homepage of the old site but all of it's sub pages?

Building my Portfolio of 70 MicroNiche Sites (10-15 Pages of Content)
Hello Moz Community, I just bought 70 new domains in the past month in different niches with exact match domains, installing these sites on 2 different hostgator servers, installing all the plugins needed etc. and start publishing first 10 articles on each site. ( the keyword research was done with long tail pro and choosing the best long tails with MOZ difficulty grader that is under 40-45.) My question is the following: If I will have some of these sites that will don’t rank in Google in the next 3-6 months for the main keyword without building links…what will be the best course/method/resources I need to know about building quality backlinks and having the time to do these tasks on each website to be sure that every site will be a winner, or even 50-70% of them in both traffic & money ROI !?! I want to have a minimum of 10 sites that will make around 150$ per month because my Intention is to sell these sites on flippa for higher multiples of 15-20 monthly revenue. ( I sold my first website on flippa in September for 1650$ and is awesome. I want to repeat this success at a higher level ) Thank you ! I built niche sites since February 2012 but in terms of building backlinks to microniche sites I didn’t do too many things in the past when is about backlinking (just submitting in directories) so I ask about the experience of this community. Is it worth 301 redirecting an old backlink from a 404 to a landing page?
I was reviewing the 404 report in webmaster tools, when I found a 404 back link from a 10 year old forum topic on a very high DA site. It seems the poster did a direct hotlink to a pdf that was on our site a very long time ago, but is now gone so you get a standard "can not be found" page on our site. Is it now worth redirecting the url to an appropriate landing page, considering the age of the post/ link and the sites DA, or is it not worth it because of the age of the link, its a forum, and we are still getting some juice from it anyway despite it being a 404, and won't get much more out of it. Just want to know it good practice if I find many such links (very old links to now 404 pages) Thanks

Number of pages to target per Keyword

Squidoo and hub pages links spammy?
I was wondering if links from sites like studio, hub pages and tumblr are worth it in 2013 post panda/penguin? It seems spammy to me but some people appear to still use them? any thoughts?

Link from a non existing page- is it bad?

Inbound Links from Web Pages Based in Other Countries
I have noticed that some of my competitors have in-bound links to their sites from high PageRanked websites. But when I investigate the websites, they are based overseas, to be mainly used for linking. Does it hurt them that the sites are based overseas despite the high Page Rank?
