How come SEOMOZ isn't showing the same inbound links that Webmaster Tools does?

Hi,
Google's crawler (GoogleBot) has a separate larger database, crawl rate ect... than Open Site Explorer (RogerBot)
I also think in general the OSE index is updated once a month ( i think they are working on making it more often and expanding the crawl database)
Google's index is updated more often than that.
In short, OSE is just a different "snapshot" of the net then Google's much larger database of the web

Disavow Links - how do you know if it's worked?
I asked another SEO company to analysis my link structure (as I was too busy!) As I was flat lining on some work I was doing. They said I potentially had an algo penalty and that i need to do a disavow , even though I had no messages from Google saying I had unnatural links. stupidly I agreed to the disavow. Looking at Webmasters tools it seems they've submitted a bunch of links. Since they've done this traffic dropped by 60%, ranking dropped massively. In google Webmasters all the links which are meant to be removed are still showing. How do I know if the actual disavow has been done? And should I do a reconsideration request? Even though Google hadn't flagged an issue ??

Blogroll links vs. in author's byline
So, I have the following dilemma. I have certain amount on my budget and I'm thinking where to invest it better. Would you recommend obtaining blogroll links or focus on links that put in author's byline (for instance when you write a guest post). Could you also explain why you think so? 🙂 Thanks beforehand.

Why links coming from this page are never found? (opensiteexplorer)
There is a very strong authority and ranking website that has links on it to some of our competitors websites and other companies. I used opensiteexplorer to check if these links were showing up as backlinks on competitors site but I was unable to find them. This 'powerful' page of links has been around for quite a while so I don't think time has anything to do with it. SEOmoz toolbar itself gives the particular page good rank, trust, and authority. Using this website (not sure it has any use) http://rapid.searchmetrics.com/en/ it finds the outbound links and domains. I was unable to find any nofollow or noindex things anywhere on the site.. Just looking at the site and it's links I would think it an ideal backlink target for my company. However using opensiteexplorer I am lead to believe this backlink is never being found? Any thoughts? Will removing old (3 years+), low quality inbound links potentially improve my rankings?
I have a client site with thousands of old very low quality links purchased from directories etc over several years - I am certain these are doing nothing for the current rankings and I advised them to stop buying these links 18 months ago when I first started working with them, but do you think pro-actively getting old poor quality backlinks removed will potentially improve the site's rankings?

What percentage of my links should be directory links
