Obtaining External Links

What is the best way to obtain External Links for a website? I have seen using the Open Site Explorer that my url is ahead of most of the competitors in all areas except this one.
What is the best method of generating these links, outside of emailing 20K people and asking for a back link?
Any suggstions?

There isn't necessarily one best way of obtaining external links. Have you checked out the link building category of the SEOmoz blog? That would be a good start to get some ideas.

If you discount a subscription when the client links to you, does that classify as a paid link?
For example, we all subscribe to MOZ, but if we received a 25% discount on our subscription if we linked back, would that be considered by Google as a paid link, or would it be seen as a sales tool / promotion?

What count as irrelevant links?
I recently had a link audit done for a client selling mechanical parts. This client supplies to the mining and construction industries. The link audit showed all links on mining or construction sites as irrelevant. When I questioned about it, they explained that my client is in the mechanical parts industry and therefor Google would penalize me as those count as irrelevant links. I don't agree, but need an expert opinion. Can anyone help?

Is there a software to help me check whether the sites that i give link to, also place my link on their site (reciprocal link)?
When i exchange links with others, i usually put their link on my site hoping that they'll do the same. Since it's impossible to check all sites whose link i have placed on my page to see if they have put a link back to me, i was wondering whether there is a kind of software to help me do that!

Link Targets
What do you think of getting links from... high quality sites, with many non spammy high trusted links to them....but their traffic has been majorly hit by panda. I suspect perhaps for having too many thin pages. Is persuing links on these sites a good idea or not? I'd welcome opinions.
