Should you proactively remove spammy links?

Occasionally I notice spammy sites linking to us. Should I proactively try to request that they take down the links to avoid getting penalized? Or should I just wait for Google to provide a disavow link tool.

I would go ahead and remove them as you come across them.
The disavow tool seems like it might have a lot of implications and Google is probably thinking about the best way to go about this before implementing. In my opinion it will cause a spike in spamming when people know they can simply disavow links if they get caught.

If its excessive yes. If it is not excessive, it doesn't need to be removed asap.
But one thing to consider, why is your site being linked on spam sites? You might need to look at why this is happening to prevent it. Because if you occasionally get it, it will occasionally build up and then it will become a problem.
If you only have 1-2 links a year or something of that nature, it can't be that bad because everyone get's bad links here and there. But again why is it happening in the first place is what you should do first.

You should take note of all these spammy links and put them into a spread sheet. I would also ask for the webmasters to remove them as well. Try contacting them through two different methods. Such as support ticket or through a contact us email. Document that as well.
In case you get penalized you will have the work already done in trying to get a reconsideration. I wouldn't sweat it too much though, Google is working on perfecting their algo to identify this type of problem & situation.

Remove Old Poor Quality Links Proactively?
I'm working with an ecommerce site where various predecessors have created 5 Wordpress.com blogs containing 5 links on each back to the site. Should I disavow those links and take down those sites if I can get access? Should I close a second YouTube channel and Google Plus account under another name set up to create links back to the site? How do I find links that link to several competitor sites?
I want to find linking pages that link to several of my competitors. Those are likely to be lists of tools I can also add my website to. My application is a dashboard tool/kanban board. So if I find a page linking both to say kanbannery.com and kanbanflow.com it will be likely to be a collection of links to kanban tools, ad my application can be relatively easy added. Magestic SEO has a "clique hunter" - is there anything similar in MOZ suite of tools?

Are these sites spammy links or should I just let it go?
I have a new client who had an old SEO firm that I believe was putting spammy links together for them. The firm has very good links mixed in with them so I am wondering if it even matters. They are ranked 4/10 and have a DA of 47. So it doesn't seem it is really hurting them too badly. Below are some examples of some of the sites I found in the Open SIte Explorer. I wanted to get another opinion on if the below hurt/help/does nothing. I was thinking it hurts more than helps. Topic of his website is a marketing firm. http://directoryol.com/united-states/page-17.html http://360surfcamp.com/links-37 http://www.kdbx.rojo.jp/kdbx/index.cgi?action=kategorie&k_no=1&mk_no=0&page=10681 Thoughts? Squidoo and hub pages links spammy?
I was wondering if links from sites like studio, hub pages and tumblr are worth it in 2013 post panda/penguin? It seems spammy to me but some people appear to still use them? any thoughts?

Outbound links
Hi there, i know inbound links are what hold the main value in terms of link building but if i have an inbound link from a big company such as ITV or BBC and they have put an article on their site linking back to mine, would it be beneficial if i made a comment on my site and then link back to their article or will this not really help?
