Is it considered spam to promote a website in different cities?

I have a client who wants to promote their Mobile application and website design company in California based cities.

I have 33 keywords in 5 cities. just want to know if it is considered spam?

If you offer these services in these cities, no, this is not spam. The question that does beg to be answered, however, is whether optimizing for these is actually going to get you results. Unless the client has a physical location and in-person transactions with his clients in each of these cities, he is not going to be able to seek local inclusion in Google+. So, in most cases, that would mean you'd be having to gun for organic rankings only, with the understanding that qualified, physical local businesses would outrank your client pretty much all of the time. Still, some traffic is better than none, right?
Now, there is a very interesting nuance here, in your specific case. If you client were, let's say, a general contractor, this scenario of lack of local inclusion would be really tough for you. But, your client is a website designer and app developer. In my experience, Google is going to be unlikely to show local packs for your core search terms, anyway. For example, Google stopped showing local results for website design companies a couple of years ago. So, this is actually in your favor. Unlike the general contractor, you will not be competing against physical businesses for a lettered blended/local rankings. It's all going to be organic. So, again, what you want to do isn't spam, if you actually offer services to these communities.
My last bit of advice on this would be to be absolutely certain that your SEO efforts don't lead to a bunch of duplicate pages. Can you create truly unique content for the San Francisco Drupal Web Design page vs. the San Jose Drupal Web Design page? What you don't want to do is put up the same page 10 times with different title tags. So, the project is going to be a large one, requiring significant time/funding for unique copywriting and it will be important to educate the client about this so that they can take an effective, well-planned approach rather than a slap-dash one.

IMO, if you truly offer that service to people in those cities then it is not spam. The problem that most people encounter with this type of promotion is generating unique content for each combination of product and location.

The idea of promoting your website is not spam. Often the method you take to achieve this goal is.
Are you stuffing keywords into copy? That's spam. Are you building a large amount of long-tail exact-match links for those terms? Yeah, that's spammy too.
Honestly those numbers are too low. You should be focused on more broad keywords, and then if you're still concerned with local rankings by the time your domain is authoritative, rank for the city (cities?) where the business is located and nothing more.

Hi All My wordpress website got attack by malware last week. It affected my index page in google badly. my typical site:example.ca shows about 130 indexed pages on google. Link Spam from Competitor Help
A clients link profile is recently getting lots of spam links related to "abortion pills" and "does my husband cheat" I found a few of the sites that link, and it appears that there is some malicious code on the site injecting links at the top of the site. http://www.med-reporter.at/index.asp?men=Gesundheit&submen=Produkte&artid=1587&kategorie=&blockzl=3 Can anyone look at the link above and tell me what network or software is creating these links?

Removing indexed website
I had a .in TLD version of my .com website floated for about 15 days, which was a duplicate copy of .com website. I did not wish to use the .in further for SEO duplication reasons and had let the .in domain expire on 26th April. But still now when I search from my website the .in version also shows up in results and even in google webmaster it shows the the website with maximum (190) number of links to my .com website. I am sure this is hurting the ranking of my .com website. How can the .in website be removed from googles indexing and search results. Given that is has expired also. thanks

Are you allowed to point different urls to same page
hi, i have some urls that i am either going to put on hold or thinking about pointing to one of my sites. what it is, i am looking at re-designing the pages but not until next year, so i thought i would point some of the urls to a site that i am happy with to different pages, but not sure if i am allowed this or not so for example, if i have a site on cars, and one of the url is www.rovercars.co.uk i was thinking about pointing it to the page that is about rover cars. can anyone let me know if this is allowed or not please

How do you stop Wordpress spam
What's the best way to stop Wordpress spam? We don't let comments go live without moderation, so the spammers don't succeed, however it wastes time going through the comments. A captcha code could work but a lot of software can crack it. Are there any good captcha solutions or could something else work better/in conjunction? Also, is there anywhere to report spam IP addresses? Not sure much happens when you mark a comment as spam in Wordpress.

If a redirecting URL has more value than the website should I move it?
Client has two website addresses: Website A is a redirect to Website B. It has one indexed page. But this is the URL being used in collateral. It has the majority of back links, and citations everywhere list Website A as the URL. Website B is where the actual website lives. Google recognizes and indexes the 80+ pages. This website has very few backlinks going to it. This setup does not seem good for SEO. Moreover, the analytics data is completely messed up because Website B shows that the biggest referral source is... you guessed it Website A. I'm thinking going forward, I should: Move all the content from Website B to Website A. Setup Website B to permanently 301 Redirect to Website A. Is that the best course of action?
