SEO for small, independent insurance agencies -- is it possible?

I work with a lot of small, independent insurance agencies and have found through keyword research that most people search for insurance by state (e.g. pennsylvania auto insurance) or simple by product (e.g. auto insurance). Only if an agency is located in a densely populated city like San Francisco do I see people searching for insurance by city. As you can probably guess, these keywords are extremely competitive. Big companies like Geico and Progressive tend to take over page one for these searches.
So, if I'm trying to optimize a website for an insurance agency in Quakertown, PA, for example, a small town with very few monthly searches (zero according to Google's keyword tool), how should I focus my on-page SEO efforts? Should I focus on "state + insurance," "city + insurance," or a combination of both? Or am I approaching this all wrong?
Thank you in advance for your help. I'm feeling really stumped and would appreciate any fresh perspective.

I think everyone else has been talking about it a bit but I think you're on the right track with Local. You can't win "auto insurance" in Quakertown but you can absolutely be the A) Local listing if you increase your citations. Try Whitespark, see what's out there?
Bob J... is C) for quakertown PA auto insurance with a DA 10, PA 23. Not exactly impossible to beat. Organic results, yes you'll struggle because the big agencies have it setup right - unless you're working for one of their partners, you'll find it rough going.
Looking at your keywords in Adwords Tool, the only one with even "Medium" competiion is "insurance company" - by adding company the search gets SO large that even big competitors don't monopolize it. If you're ranking locally, adding "company" to at least some searches may help you as well.
Your best bet otherwise may be long tail keywords. Don't forget county searches. Bucks County insurance, etc. Auto, car, vehicle, home, house, homebuyers, renters, whatever - just do an Ubersuggest search and see what you're not using for important keywords, as well.
But I agree, it's going to be probably 95% local, 5% everything else.

Thanks, EGOL. This is an approach I have been using, so I'm relieved to have it verified by another professional. I've been focusing on claiming listings, keeping them consistent, and linking back to the website. Hopefully, this will benefit my clients in the long run.

Exactly -- take advantage of all the tools at your disposal. In this case, local results will be displayed more often than not. In a nutshell, you need to be setting up Google+ Local pages for the businesses you are working with rather than clinging onto the hope of competing with the big dogs for organic search position.

When I search for "auto insurance" and change my location to quakertown pa I see the map with push pins showing me offices for....

I would put my work into getting on the map.

I'm not experienced in the insurance industry, but I think your suspicions are correct in that you will have problems competing with the big players in the industry.
One question for you: Does a search for something like 'Quakertown PA auto insurance' bring up local results (map) or just standard results?
I would put my focus on the city level. Try to build links and local citations. Also, focus on what sets you apart from the big agencies. Perhaps there are people searching for 'locally owned insurance companies in Quakertown.'

The way it seems, there are 4 main categories to optimize for: Properties Houses Apartments 'Move to countryname' information Should I optimize my homepage for a 'property' term, 3 other pages for 'house', 'apartment, and 'info' terms? How do I pick keywords to optimize for, esp. considering that they are basically the same e.g.: house in countryname buy countryname house buy house countryname buy or property countryname countryname property property in countryname ...and should I pick just one? What sort of content could I include in a "buy a house in countryname" type of page and how do I write around such keywords? I am having an issue finding examples to follow as there is no competition to emulate and the other markets/countries are dominated by large portals which also seemingly get ranked based on size / authority. Beyond that there is virtually no interest in the country = no traffic, besides general bs such as the language, the weather and such where there are a bunch of huge websites on the first page - so I am not sure what content could I use to drive traffic. I will come up with something, but there are no obvious ones.. My domain name is 1 year old, I have no links yet. Moz reports Page Authority 5, Domain Authority 2 for my domain. SEO'd Title Tag for Product Pricing Page with Little to No SV for Product Pricing Related Terminology
Hello, What should one do about a title tag for product pricing page (of a SaaS company)? The only keywords/phrases that have SV are "Acme Pricing" "Acme Product Pricing" and "Acme Solutions Pricing", but obviously I don't want to use all three since "Acme" and "Pricing" repeat in all three. Should the title tag just be "Acme Pricing"? In past experiences, a title tag that short typically gets changed by Google in SERPs. Should one not optimize the title tag at all? Any thoughts, suggestions, would be greatly appreciated! Thanks!

Why do small changes in keyword phrasing have such big SERP impacts?
I am trying to better understand why some of my pages rank well and some don't rank at all. I've discovered that slight changes to how the key phrase is typed into Google can have dramatic effects on the results. Why is this? And how should I interpret it or use it? I understand that some phrases will be more competitive than others, but that doesn't seem to explain the variances entirely. For example, http://traveltipsthailand.com/phuket/best-bachelor-hotels-in-phuket/ (which is SEO optimised for the long-tail phrase "bachelor hotels in Phuket" and "girl-friendly bachelor hotels in Phuket") ranks #1 or #2 for the key phrase "bachelor hotels phuket", but if I modify the phrase slightly to "bachelor hotels IN phuket" it drops to #12 (page 2) with less relevant competitors (like "Bachelor hotels in Chiang Mai") getting in ahead of it. Likewise, if I search on "best bachelor hotels phuket" (the URL phrase of the page) it is #1 or #2 again, but if I modify the search phrase to "best bachelor hotels IN phuket", my SERP drops to #13. If I use the longer-tail key phrase "girl-friendly bachelor hotels in phuket" the results are even more dramatic. I rank #5 for that phrase in the SERPs with or without "IN" in the search phrase. But if I remove "bachelor" from the key phrase and just search on "girl-friendly hotels in phuket" my page drops right off the SERP radar. Somewhere above #200 I think. Would love to get a better understanding of what influences these changes if anyone really knows. Please let me know if I have this all wrong ... 500 people search for "ham" My client is #1 SERP w/clean SEO I have provided. out of the 500, half click on the SERP the rest got to ads, or to the bathroom, etc. 250 click to website, half go through.... the rest bail (50% bounce, I know this is bad, but just for demo purposes) Leaving 125 as potential Ham buyers.
