Best way of starting link building to a new website?

I am doing SEO for a security keyholding company and would like to build up some quality links from related and high PR sites. Submitting profiles to directories is incredibly time consuming.
I am thinking of outsourcing a link building campaign to a link building company, but know Google advises against this.
Does anyone recommend a cost effective and ethical link building service out there?
Or are there any link building techniques to use that will help me out?
What I want to be sure of is that a link building campaign won’t get my websites penalised in search engines and the links are from quality and related websites.

I'd be really careful with the directories - make sure you are only submitting to high quality sites. Being on too many low quality directories is a good way to attract the attention of the Penguin.
I think a press release is a good way to start. You can have one written about the launch of the site. Use a high quality service like PRWeb.com. Expensive, but will only get you quality links. There is also the chance it gets picked up by some reputable news sites. That's when you see those beautiful little spikes of traffic in analytics

Thanks for your responses. Some useful suggestions. I'm not sure if I have the resources to hire a virtual assistent just yet, but will keep it in mind.
In terms of link bait, what has worked well for you?

I would try to create some sort of link bait and submit to the main niche directories for the space - we have had some nice success from infographics and the like. Guest post work well as well

IMHO, there is no simple/short way. This is the part that is time consuming, but it is worth it. I always hesistant to trust this process to someone I do not know.
I usually start with a good plan.
- Find potential High Quality sites - (going for quality not quantity)
- Develop a tracking process (Excel or other cloud service).
- Contact the sites, personalize emails and provide value to them. It must be a win-win for both parties (Please note that win-win does not have to be reciprocal links).
- Rinse and Repeat.
I would suggest that instead to paying for a 3rd party to build the links, create the plan and hire a virtual assisstant. Give them a to do list and monitor performance.
That way you can oursource the repetitive process (e.g. submitting to directories, etc.) and have a good control on your link building process.

For very specific niche content, we would prefer to create one piece of content and link to the various geographic locations where we would handle that topic instead of posting multiple variations of the same content for each specific geographical area. How to link build?
Hello all. I've been having intense conversations with an experienced SEO, who has told me that the only way to get consistent links to your website, and to build you business through the web is through blogger outreach, and then paying the bloggers to put your appropriate content on their high Page Ranking website. To me, this may well be right. But it sounds dull as anything. Any thoughts? William

Clean up bad links or start again?
I am looking to take on a new client but when I looked at their current backlinks they have 420 low quality spammy irrelevant backlinks, all with keyword anchor text and no branded links at all. The site is still ranking well at the moment but I don't expect this to be the case long-term. Would you try and remove the old links and then disavow any that you can't remove or would you start again on a new domain? Not sure which way to play it! Thanks! Karen

Link building too quickly
Hi all, I have recently started trialing to outsource some SEO to a 3rd party, who obviously promissed white hat techniques and manual links etc.. All has gone well for the first month. But on speeking to another expert they point out that the search engines will spot inconcistencies in link building and penalise me. I know there will not be a know ammount but as we stand at the moment, what is the current feeling of too fast. Links built for me in one month were 100 directory submissions 80 bookmarks 16 search engine submissions 15 Article submissions 46 forum links 10 local classified searches Is this too fast? , If to do I stop and create more inconsistency or continue at a similar rate. Of course quality of link will be an issue, but how much. Many thanks from SEO jnr

Site not responding well to Link Building
I worked on around 15 EMDs and all of them have similar template but different content. They are all two KW EMDs. Now I did KW research and changed Title tags and Did around 10- 15 links for them in and they all reacted very well to link building except one site. I did the link building for this site in 3 batches- 7 links in first 10 days, then another 7 in next 10 days and another 7 links after 7 days. Site's ranking decreased with each link building. Then I removed the low quality links recently. Now What do you guys suggest should I again do link building?? (though everytime I did link building site lost rankings as mentioned earlier) or WHAT IS THE NEXT STRATEGY AFTER REMOVING BAD LINKS? START LINKING AGAIN, WAIT FOR SOMETIME ?

So I ran into a site that was not ranking 4 days ago and has over 2 million links to it on some keywords. My guess is this is a link bomb, but the issue is this is pushing one of my sites down. Does anyone know a good way to over come a bomb like this?
So I ran http://www.riogrande.com/ into this site not that long ago and wanted to see if any other SEO's have an opinion on it. I've seen a Google bomb before, but the amount of links going into this URL is insane. The thing is how does one over come a Google Bomb? Do you just wait to see what Google does or do you just hope to rank under that URL? I should also note that it appears that all the keywords to it are relevant to the sites content.
